DONIS, Fire Chief Fire Department SUBJECT ..Title Approve Agreement and First Amendment pertaining to the reimbursable training program between California Office of Emergency Services (CA OES): 1. Approve Agreement and First Amendment with CA OES totaling $190,000 2. ***RESOLUTION - 35th amendment to the Annual Appropriation Resolution (AAR) No 2019-133 appropriating $190,000 for a reimbursable training program with the California Office of Emergency Services CA OES. (Requires 5 affirmative votes) (Subject to Mayor's veto) ..Body RECOMMENDATION It is recommended Council approve the Agreement and First Amendment with CA OES and adopt the 35th Amendment of the Annual Appropriation Resolution (AAR) 2019-133 establishing appropriations in the amount of $190,000 for Fiscal Year 2020 in accordance with the award from the California Office of Emergency Services to provide required Hazardous Material training. EXECUTIVE SUMMARY On June 5, 2017 City Council approved a joint program with CA OES. Under that program, CA OES provided the City with a Hazardous Material Apparatus unit as well as specialized training on Hazardous Materials. As part of the ongoing training requirements, CA OES is granting the City up to $190,000 which will fully cover the cost of the next level of training under this program. CA OES amended their original contract to include additional training and a reimbursable administrative fee related to the program. BACKGROUND Cal OES, Fire, Rescue, and Haz Mat Program developed a Regional Hazardous Materials (Haz Mat) Program similar to the Cal OES Fire Engine Program. The program provides additional response capability and fills in the gaps across the state where there is limited or no response capability for Hazardous Materials by Rail. Cal OES distributed twelve (12) Type 2 Haz Mat Emergency Response Vehicles. Each of the Vehicles contained all required FIRESCOPE Type 2 standardized equipment. Fresno City Council previously approved the Fresno Fire Department to accept one of those apparatus as well as requisite training required and reimbursed by CA OES. ENVIRONMENTAL FINDINGS This item is not a project as defined by CEQA. LOCAL PREFERENCE Local preference was not implemented because this item does not include a bid or an award of a service contract. FISCAL IMPACT There will be no net General Fund impact. All expenditures will be fully reimbursed from authorized grant funding.
