RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption pursuant to Section 15301 (Class 1) and 15302 (Class 2) of the CEQA guidelines, award a construction contract with Asphalt Design by Juan Gomez, of Fresno, California in the amount of $714,204 as the lowest responsive and responsible bidder and authorize the Public Works Director or designee to sign the construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
First Street, between Herndon Avenue and Alluvial Avenue, is in need of repair to address surface and structural damage caused by age, weather and use. The proposed asphalt grind and overlay will correct the existing deteriorated pavement, increase the life of the pavement, and provide a smooth riding surface for motorists. Travel lane configurations and traffic patterns will not be altered but the project will install green conflict-zone paint within the bike lanes to improve cyclist visibility and safety at high-volume driveways within the segment. Several curb ramps within the project limits will also be upgraded to bring them into conformance with current accessibility standards.
BACKGROUND
This First Street overlay project, from Herndon Avenue to Alluvial Avenue, was initiated in FY17 when the City was awarded a federal grant from the Regional Surface Transportation Program (RSTP). The scope of the project includes a complete roadway grind and overlay throughout the limits of work, the reconstruction of several accessible ramps, damaged traffic detector loops, pedestrian push button relocations, pavement striping, and the addition of green conflict-zone paint at high-volume drive approaches. This project proposes no changes to the existing lane configurations or traffic patterns. Right-of-way was properly acquired to accommodate improvements proposed with this project. Public Works staff prepared the construction documents for this project.
A Notice Inviting Bids which was published in the Fresno Business Journal on January 22, 2020, posted on the City's website and faxed to ten building exchanges. The specifications were distributed to 36 prospective bidders. Seven sealed bid proposals were received and opened in a public bid opening on March 3, 2020. Bids ranged from $714,204 to $838,053. Asphalt Design by Juan Gomez submitted the apparent low bid in the amount $714,204 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire on May 7, 2020.
The City Attorney has reviewed and approved to form.
Staff recommends Council award a construction contract with Asphalt Design by Juan Gomez in the amount of $714,204 for the First Street Pavement Grind and Overlay as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed an environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301 (Class 1), which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use, and Section 15302 (Class 2), which exempts the replacement or reconstruction of existing structures and facilities. This exemption applies because this project involves the reconstruction of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to replace the surface pavement and provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented because this project is federally funded.
FISCAL IMPACT
The project is located in the City of Fresno Council District 6. The overall cost of the project is $996,900 and is 100% federally funded by RSTP. The project will not have any impact to the General Fund. Of the total project cost, $714,204 will be used for the construction contract award. All funds necessary for the contract award are included in the current fiscal year budget as previously adopted by the Council.
