REPORT TO THE CITY OF FRESNO YOUTH COMMISSION June 9, 2020 FROM: Jose Espinoza, Program Coordinator Youth Leadership Institute BY: Marco Martinez, Senior Deputy City Clerk City Clerk's Office SUBJECT ..Title Discussion and actions pertaining to George Floyd, law enforcement actions, racial issues and other related matters ..Body RECOMMENDATION It is recommended the Youth Commission discuss and possibly take actions in regards to law enforcement practices. BACKGROUND On May 25, 2020, George Floyd, a 46-yeal old man was killed in Minneapolis, Minnesota after a police officer knelt on his neck for almost 9 minutes. Two other officers further restrained Floyd, who had been arrested for allegedly using a counterfeit $20 bill. The death of George Floyd has triggered nation-wide protests and demonstrations against police brutality. The issue of negative interactions between law enforcement and civilians, especially civilians of color has been prevalent for many years. These interactions often occur between youth and law enforcement officials in public settings, including schools.
