DONIS, Fire Chief Fire Department SUBJECT ..Title ***RESOLUTION - 61st Amendment to the Annual Appropriation Resolution No 2020-159 establishing reappropriations in the amount of $156,400 from the California Office of Emergency Services to the Fire Department to provide hazmat training and annual physicals. (Requires five affirmative votes) (Subject to Mayor's Veto) ..Body RECOMMENDATION It is recommended Council approve the 61st Amendment of the Annual Appropriation Resolution (AAR) 2020-159 establishing reappropriations in the amount of $156,400 for Fiscal Year 2021 in accordance with the award from the California Office of Emergency Services to provide hazmat training and annual physicals. EXECUTIVE SUMMARY The Fire Department participated in a solicitation for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program. Fresno Fire was awarded one of the apparatus and the commensurate training to staff for said equipment. Cal OES will coordinate all training associated with the apparatus and fund backfill related costs incurred due to personnel attending requisite training. The training contract with Cal OES will reimburse up to $190,000 in related training and annual physical costs and was initially awarded and appropriated in FY 2020. BACKGROUND Cal OES, Fire, Rescue, and Haz Mat Program has developed a Regional Hazardous Materials (Haz Mat) Program which is similar to the Cal OES Fire Engine Program. The program is intended to provide additional response capability and fill in the gaps across the state where there is limited or no response capability for Hazardous Materials by Rail. Cal OES distributed twelve (12) Type 2 Haz Mat Emergency Response Vehicles. Each of the Vehicles have all required FIRESCOPE Type 2 standardized equipment. In addition, Cal OES coordinates all of the required training for personnel who are not trained to the Specialist level for a FIRESCOPE Type 2 Haz Mat Response. As part of the training, Cal OES will cover the costs for the necessary backfill for those staff attending this required training. This program mirrors the Cal OES Engine program for response and maintenance. The training contract with Cal OES will reimburse up to $190,000 in related training and annual physical costs and was initially awarded and appropriated in FY 2020. Reappropriations in the amount of $156,400 are needed for FY 2021 spending. ENVIRONMENTAL FINDINGS This item is not a project as defined by CEQA. LOCAL PREFERENCE Local preference was not implemented because this item does not include a bid or an award of a service contract. FISCAL IMPACT There will be no net General Fund impact.
