REPORT TO THE CITY COUNCIL FROM: HENRY THOMPSON, A.A.E., IAP, Director of Aviation Airports Department BY: PAUL PRESNO, Captain Airports Department SUBJECT ..Title Award an Agreement for 25 Axon Body 3 Flex Body Worn -Video Cameras, with unlimited Data Storage and related services; Authorize the Director of the Airport or Designee to execute this agreement ..Body RECOMMENDATION The Airports Department requests that the City Council award an Agreement for the purchase of 25 Axon Body Worn Video Cameras with unlimited Data Storage and related services. Axon Enterprises, Inc. is uniquely qualified to continue to provide law enforcement body camera technology for Airport Patrol Officers. This request allows the Airport to continue to secure body camera equipment and data storage provided over the past 10 years. EXECUTIVE SUMMARY Axon has patented a body-worn video camera technology system (AXON Flex), and a secure patented cloud-based video storage component called Evidence.com. The AXON Flex camera's trademarked mounting capabilities provide unparalleled options for users to place a video camera on sunglasses, helmets, lapels, and uniform epaulettes to provide a relatively unobstructed point of view. The variety of mounting options and video storage is not available from other manufacturers. Axon has emerged as the leader in body-worn video technology. Service through Axon also provides for technology consistency with Fresno Police Department which operates the same system under a similar agreement. Airport staff also adheres to Fresno Police Department Body Camera Policy #450 for use of this technology. BACKGROUND After almost three years of review and testing of other technology, the department made the decision to purchase the AXON Flex system. Twenty-Five additional cameras and cloud-based user storage licenses were purchased and have been deployed. The Airport Police staff has been trained on how to access and use the system which has been in use since 2010. To maintain consistency and avoid the confusion and loss of time that would occur if we added additional cameras and storage under a different system, the City Manager found AXON uniquely qualified for the purchase of 25 AXON Flex body-worn video cameras and related services. Further, we recommend that Council award a five-year service contract for $123,528.15 to AXON for the purchase and maintenance of 25 AXON Flex body-worn cameras, and unlimited data storage. The proposed agreement allows for the replacement of body-worn cameras on a rotational basis which will ensure the department maintains the most current technology without additional cost. ENVIRONMENTAL FINDINGS The item is not a project as defined by CEQA. LOCAL PREFERENCE Local preference was not implemented because AXON is uniquely qualified.
