BUCHE, PE, PLS, Director Department of Public Utilities BRYON HORN, Chief Information Officer Information Services Department BY: RICK STAGGS, Assistant Director Department of Public Utilities - Wastewater Management Division SUBJECT ..Title Award a consultant services agreement to Sable Computer Inc., dba KIS, of Fremont, California in the amount of not to exceed $68,250, to provide a Site Wireless Network Study at the Fresno-Clovis Regional Wastewater Reclamation Facility (Council District 3). ..Body RECOMMENDATION Staff recommends that City Council award a consultant services agreement to Sable Computer Inc., dba KIS of Fremont, California, in the amount not to exceed $68,250, to provide a Site Wireless Network Study at the Fresno-Clovis Regional Wastewater Reclamation Facility (Wastewater Facility); and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City). EXECUTIVE SUMMARY The Wastewater Facility encompasses an area over 3,200 acres with systems and personnel that requires wireless network connectivity to meet operational goals. The Wastewater Facility has over 3,000 assets and dozens of personnel that requires wireless network connectivity on a continuous basis. Everything from live data from collection and processing systems, maintenance and repair, safety, security, inventory control, and administrative functions rely on a robust wireless network for service delivery. The Department of Public Utilities is seeking to approve a consultant services agreement to KIS for the Project. The Project will survey the Wastewater Facility and provide a report detailing the number and type of access points, placement, and coverage when deployed. BACKGROUND The Wastewater Facility is currently utilizing an Ubiquiti wireless network to provide coverage for the entire facility. This includes all process buildings and areas, administration and maintenance buildings, training, and storage areas. The current wireless network configuration is not able to support an increase in networked technologies to meet future operational needs. This study will be used to determine the following: number of access points, number and type of switches, cabling requirements, patch panel requirements, battery backup requirements, labor, and any other hardware/supplies for installation of access points and switches to provide a comprehensive wireless network with adequate coverage. The exact quantities will be determined by the vendor during the walkthrough. In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19 (AO 6-19), the Department of Public Utilities conducted a competitive process to select a consultant to provide services for the Project. A Request for Qualifications (RFQ) was published in the Business Journal and posted on the City's Planet Bids on May 4, 2022. No prospective consultants submitted a qualification package by the closing deadline of May 23, 2022. In January 2022, the Division previously received a quote for Engineering Services for the Project and would like to award it to KIS. In consultation with the Purchasing Leadership, it was determined the Department of Public Utilities met the procurement outreach requirements per the administrative order and can pursue the quote received from KIS. A standardized consultant services agreement will be used in accordance with Administrative Order 4-4. Upon approval by the City Council, the agreement will be executed by the Director of Public Utilities or designee. City Attorney has reviewed and approved to form and this purchase has been reviewed and approved by ISD. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this consultant services agreement for design services does not qualify as a project for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because no local firm submitted a proposal. FISCAL IMPACT There is no impact to the General Fund. This Project is in Council District 3. Funds for this Project are budgeted in the Fiscal Year 2023 Wastewater Management Division Enterprise Fund 40501. Attachment - Consultant Service Agreement
