(Subject to Mayor's Veto) 2. ***RESOLUTION - Adopting the 12th Amendment to the Annual Appropriation Resolution (AAR) No. 2022-154 appropriating $607,900 of the CalVIP 2022 grant award for year one programming and grant administration for Camp Fresno, Fresno Summer Nights, and Street Outreach Training Modules. (Requires five affirmative votes) (Subject to Mayor's Veto) ..Body RECOMMENDATIONS Staff recommends the City Council adopt the 2nd Amendment to the PAR No. 2022-153 to add one grant-funded Community Coordinator position to the PARCS Department and adopt the 12th Amendment to the AAR No. 2022-154 to appropriate funding for year one programming and grant administration for Camp Fresno, Fresno Summer Nights events, and Street Outreach Coalition Training Modules. EXECUTIVE SUMMARY On February 10, 2022, City Council authorized the PARCS Department to submit a grant application under the CalVIP 2022 program for Camp Fresno, Fresno Summer Nights events, and Street Outreach Coalition Training Modules. On June 9, 2022, the PARCS Department received notification of the grant award totaling $1,823,792. The performance period for the grant is from July 1, 2022, through June 30, 2025. The grant scope includes funding for programming and evaluation of Camp Fresno, Fresno Summer Nights events, and Street Outreach Coalition Training Modules as well as one Community Coordinator position to facilitate the programming and reporting for the grant. BACKGROUND On November 19, 2021, the Board of State and Community Corrections released a request for proposals for the CalVIP 2022 grant. The purpose of the CalVIP Program is to improve public health and safety by supporting effective violence reduction initiatives in communities that are disproportionately impacted by violence, particularly group-member-involved homicides, shootings, and aggravated assaults. CalVIP grants funds are required to be used to support, expand, and replicate evidence-based violence reduction strategies "that seek to interrupt cycles of violence and retaliation to reduce the incidence of homicides, shootings, and aggravated assaults." (Pen. Code, � 14131, subd. (c).) The PARCS Department is currently administering the CalVIP 2020 grant totaling $1,263,368 which has a performance period ending December 2023. The CalVIP 2020 grant funds eight community-based organizations for violence intervention and prevention work including street outreach, case management, hospital-based violence intervention, tattoo removal, training, service referrals, trauma counseling. The CalVIP 2020 grant has a different scope of work than the CalVIP 2022 grant. On February 10, 2022, PARCS received council authority to submit the CalVIP 2022 grant application and was awarded the grant on June 9, 2022. The grant scope includes funding for programming and evaluation of Camp Fresno, Fresno Summer Nights events, and Street Outreach Coalition Training Modules as well as fully funds one Community Coordinator position to facilitate the programming and reporting for the grant. The Community Coordinator position is exempt from overtime, unrepresented, and a job classification in Unit 2 Non-Represented Management and Confidential Classes. Staff recommends the City Council adopt the 2nd Amendment to the PAR No. 2022-153 to add one grant-funded Community Coordinator position to the PARCS Department and adopt the 12th Amendment to the AAR No. 2022-154 to appropriate funding for year one programming and grant administration for Camp Fresno, Fresno Summer Nights events, and Street Outreach Coalition Training Modules. ENVIRONMENTAL FINDINGS A resolution applying for grant funding is not a project for the California Environmental Quality Act. LOCAL PREFERENCE Local preference is not applicable as this resolution does not include a bid or award of a construction or services contract. FISCAL IMPACT This resolution will have no immediate impact on the General Fund, this position will be fully grant-funded for the term of the grant agreement. Upon completion of this grant, the Community Coordinator position will be reallocated to new grant funding.
