EXECUTIVE SUMMARY The Clinton Avenue Widening Project from 600 feet west of Marks Avenue to 500 feet west of Valentine Avenue proposes to build out Clinton Avenue to the ultimate width including complete streets elements. The roadway will be widened from two travel lanes with a continuous left turn lane to four travel lanes with a continuous left turn lane and install sidewalk and class II bicycle facilities. It will also include new streetlights, curb, gutter, curb ramps, power pole relocation and signal modifications. The design phase of this project has been funded with New Growth Area Major Street Impact Fees. Council approval of the consultant agreement is being recommended in order to facilitate development of the street improvement plans, bid specifications and construction support services necessary to complete the project. BACKGROUND The City of Fresno Public Works Department has identified a need for the Clinton Avenue Widening Project. The existing conditions on Clinton Avenue create a bottleneck between Brawley Avenue and Marks Avenue that delays traffic and impedes multimodal travel. To the west of Brawley Avenue and to the east of Marks Avenue, Clinton Avenue is a four-lane facility but between this stretch, Clinton Avenue necks down to two travel lanes with a continuous left turn lane. There are non-continuous sidewalks, dirt shoulders of various width and no dedicated bicycle facilities. The Clinton Avenue Widening Project will widen Clinton Avenue from 600 feet west of Marks to 500 feet west of Valentine Avenue to its ultimate width as a 4-lane collector. The roadway will be widened from two travel lanes with a continuous left turn lane to four travel lanes with a continuous left turn lane and install sidewalk and class II bicycle facilities. It will also include new streetlights, curb, gutter, curb ramps, power pole relocation and signal modifications. This Consultant Agreement is funded by New Growth Area Major Street Impact Fees to prepare the design and position the City to be more competitive for future construction funding opportunities. In accordance with Administrative Order 6-19, staff sent out requests for Statements of Qualifications (SOQ's) in March 2021 via Planet Bids, email and published in the Business Journal. Two (2) Statement of Qualifications were received, and staff interviewed the two (2) qualified respondents. Peters Engineering Group was determined to be most qualified and responsive. Staff negotiated a fee of $258,770 with a $30,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for this project. Staff is recommending City Council approve the agreement with Peters Engineering Group for $258,770, with a $30,000 contingency, for the Clinton Avenue Widening Project and authorize the Public Works Director or designee, to sign and execute the contract on behalf of the City. The City Attorney's Office has reviewed and approved the agreement as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project." LOCAL PREFERENCE Local preference was implemented with the consultant selection process for this project. The Consultant selected for the project is a local firm. FISCAL IMPACT The Clinton Avenue Widening Project is located in Council District 3. The design phase of this project will be funded with New Growth Area Major Street Impact Fees and will not impact the General Fund.
