1. Adopt a finding of categorical exemption pursuant to Section 15301/Class 1 of the California Environmental Quality Act Guidelines
2. Approve a three-year lease agreement, with two optional one-year extensions, between the City of Fresno and Frida Caf� for the Historic Water Tower for an amount of $9,252 per year.
