EXECUTIVE SUMMARY The City of Fresno has been awarded funding through the Statewide Park Development and Community Revitalization Program (Prop 68 SPP Program) for new park developments at Milburn and Dakota (District 1) and renovations at Radio Park (District 7). Staff recommends Council adopt the amendment to the AAR to provide appropriations in the Parks, After School, Recreation, and Community Services (PARCS) Department's Fiscal Year 2022 capital budget to sufficiently cover anticipated expenditures including project mobilization and design. BACKGROUND In December 2020, City Council authorized the PARCS Department's to submit grant applications and execute the related grant agreements to the Prop 68 SPP Program for the Milburn and Dakota New Park Project (District 1), Church and Orangewood New Park Project (District 5), Quigley Park Renovation Project (District 1), and Radio Park Renovation Project (District 7). On December 8, 2021, the PARCS Department received notice of award for two of the four proposed projects including the Milburn and Dakota New Park Project (District 1) and the Radio Park Renovation Project (District 7). The concept design for Milburn and Dakota includes amenities such as two playgrounds with shade sails, a dog park, skate park, rubberized jogging track, exercise area, splash pad, multi-use courts, a restroom facility with outdoor showers and equipment storage, picnic areas with shelters, and landscaping and lighting throughout the park. The concept design for Radio Park includes amenities such as a water feature, two playgrounds with shade sails, a picnic pavilion, performing arts stage, shaded art trail, restroom facility with showers, and landscaping throughout the park. The PARCS Department is seeking Council approval on the attached AAR amendment which will appropriate funding for the two capital projects in Fiscal Year 2022. The cost for the Radio Park Renovation Project totals $6,075,390 and is fully funded by the Prop 68 SPP Program. The cost for the Milburn and Dakota New Park Project is $8,645,000 and is funded in the amount of $8,500,000 from the Prop 68 SPP Program and $145,000 from Urban Growth Management (UGM) Fees, which are appropriated in the Fiscal Year 2022 budget. The PARCS Department is requesting appropriations for estimated Fiscal Year 2022 expenditures to allow staff to take the necessary actions to begin project mobilization including the design phase of the project. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference does not apply to the projects included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award. FISCAL IMPACT There is no new net fiscal impact to the General Fund.
