REPORT TO THE CITY COUNCIL FROM: BRYON HORN, Chief Information Officer Information Services Department SUBJECT ..Title Actions pertaining to the Information Technology Strategic Plan Update for the City of Fresno. 1. ***RESOLUTION: Adopt the 69th amendment to the Annual Appropriation Resolution (AAR) No 2021-178 appropriating $150,000 from the Information Services Department (ISD) FY22 carryover (Requires 5 Affirmative votes) (Subject to Mayor's Veto) 2. Award a contract for an Information Technology (IT) Strategic Plan Update in the amount of $141,932 to ThirdWave Corporation (Bid File 10099) (Citywide). ..Body RECOMMENDATION Staff recommends that City Council approve the appropriation of $150,000 from the Information Services Department's (ISD) FY22 carryover and award a contract in the amount of $141,932 to ThirdWave Corporation to update the City's IT Strategic Plan to guide the City over the next five years in planning, procuring, implementing, and managing current and future investments and resources. EXECUTIVE SUMMARY On March 16, 2022, a Request for Qualifications (RFQ) was issued seeking proposals from qualified consulting firms to update the City's IT Strategic Plan. After a comprehensive review of the proposals and review of the best qualified candidates for this project, staff recommends awarding to ThirdWave Corporation (ThirdWave) and authorize the Chief Information Officer, or designee, to execute a contract with ThirdWave for $141,932 to begin this project. ThirdWave was selected due to their credentials, experience with other municipalities and agencies, demonstration of their understanding of our project needs, and the detail of their plan to compete the assessment and review. An Information Technology Strategic Plan examines the City's information technology and assures that it is in alignment with the City's mission, goals and objectives. It does this by an investigation of the use of all technology for the City including human resources, budget, hardware, software, City initiatives, policies, processes and procedures, risk, etc. This project will involve all departments in the City of Fresno as each will need to be interviewed to understand the business need. The deliverable will be a well laid out plan with recommendations for overall technology (hardware, software, applications, network, etc.), operations (system administration, policies and procedures, business continuity, security, etc.) as well as staffing recommendations (cost analysis, skill sets, governance, project management, change management). In addition, the plan shall identify projects important to the City's mission. As a best practice, IT Strategic Plans should be updated every five years to ensure that the City's Information Technology efforts are in line with the City's goals and objectives. The City's current plan was initially created in 2016 (6 years ago). BACKGROUND On September 18, 2015, a Request for Proposals (RFP) was issued for a five-year information technology strategic plan for the City. On January 8, 2016, ISD entered into an agreement with NexLevel Information Technology for a five-year Strategic Plan. On March 16, 2022, ISD published an RFQ (Bid File 10099) seeking an update to the City's IT Strategic Plan. According to best practices, the plan should be updated yearly, but entirely refreshed after five years. After a comprehensive review of the proposals, staff selected ThirdWave Corporation to update the City's IT Strategic Plan. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a "project" for purposes of the CEQA. LOCAL PREFERENCE Local preference was not implemented because there were no local bidders. FISCAL IMPACT Funds shall be attained through the Information Services Department's FY22 carryover.
