REPORT TO THE CITY COUNCIL FROM: HENRY THOMPSON, Director of Aviation Airports Department BY: MELISSA GARZA-PERRY, Airports Properties Manager Airports Department SUBJECT ..Title Approve the First Amendment to Consultant Service Agreement between City of Fresno and Unison Consulting, Inc., to extend the current agreement for the Airport Concession Request for Proposals at Fresno Yosemite International Airport. (Council District 4) ..Body RECOMMENDATION Staff recommends Council authorize the Director of Aviation to execute the First Amendment to Consultant Service Agreement (Amendment) with Unison Consulting, Inc. (Unison), to continue providing consulting services for the Airport Concession Request for Proposals development at Fresno Yosemite International Airport (FAT) for an amount not to exceed $100,000.00 for the life of the Agreement. EXECUTIVE SUMMARY FAT began the process to complete a total overhaul of the current concessions program in December 2019. Even during the worldwide pandemic, staff continued to work with the consultant to build a program that is right sized for FAT. Recently, FAT completed six (6) Community Outreach Sessions with hopes to reach local businesses and incorporate local business and flavor into the airport's concession program. The Amendment will enable FAT to complete the Request for Proposal (RFP) and proposed agreement needed. The extended term of the Agreement and additional funds will allow FAT to complete the full RFP and proposed agreement for solicitation this summer. BACKGROUND Concessions are important to airports because they contribute to the overall passenger experience; they are an equally important part to an airport's overall revenue stream, as they provide for diversification of an airport's revenues, which supports the airport's financial strength. FAT's current program is comprised of food and beverage, specialty coffee, and retail. As a growing commercial service airport, FAT is positioned to offer its passengers options that are more consistent with the airport concessions industry, including mainstream and local brands. Unison is assisting FAT in creating the right sized concessions program, RFP, and proposed agreement. This Amendment will allow FAT to complete the package to be put out on the street this summer. The Amendment does not change the Scope of Service of the Original Agreement and has been reviewed and approved as to form by the City Attorney's office. ENVIRONMENTAL FINDINGS This amendment is not a "project" as defined by the California environmental Quality Act Guidelines Section 15378. LOCAL PREFERENCE Local preference was not implemented because this is an amendment to an existing agreement. FISCAL IMPACT FAT is the largest driver in economic activity in the Central San Joaquin Valley generating $928 million in annual economic activity and creating 10,769 direct, induced, and indirect jobs (2019 data). There is no impact to the General Fund or to the ratepayers of the City of Fresno from this action. Attachment: - First Amendment to Consultant Service Agreement - Consultant Service Agreement, entered into July 23, 2021
