EXECUTIVE SUMMARY The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to design and construct accessibility improvements, reconfiguration and modernization of the interior spaces at both the north and south buildings at the Paul "Cap" Caprioglio Community Center at the Southwest corner of Bulldog Lane and Sixth Street. On August 27, 2020, Council approved the Consultant agreement between the City and Temple-Andersen-Moore Architects, LLP, which included the following scope of work: where applicable, provide assessment, recommendation, and construction documents for accessibility and interior modernization improvements. Staff recommends approval of the First Amendment to the Professional Architectural Services Agreement with Temple-Andersen-Moore Architects, LLP, to facilitate development of the general construction documents and cost estimates necessary for the removal and replacement of the HVAC system at the north building, minor repairs of existing roof trusses, as needed, for the south building, and repackaging of the approved plans and specifications for bidding and construction of all planned improvements per the original scope of work for the south building to complete the project. These improvements will enhance guest experience, safety, and accessibility. The contract amendment for professional engineering design services will be funded with Measure P allocations made in the adopted Fiscal Year 2024 (FY24) budget. BACKGROUND The City adopted the Clean and Safe Neighborhood Parks Transaction and Use Tax (Measure P) which included funds for the planning, designing, engineering, and permitting activities for improving and maintaining safe, clean neighborhood parks, maintain and improve after-school, youth, and senior recreational programs. The PARCS Department is aiming to fulfill the goals of Measure P through the Paul "Cap" Caprioglio Community Center Remodel Project's planned improvements including, but not limited to, removal and replacement of the heating, ventilation, and air condition (HVAC) system, accessibility and energy efficiency improvements and reconfiguration of existing space, optimizing for the proposed programs and activities. Pursuant to these goals, the City entered into an agreement with Temple-Andersen-Moore Architects, LLP., dated August 27, 2020, for a total amount of $127,880, with a contingency amount of $10,000. The scope of work originally included the following: providing assessment, recommendations, and construction documents for accessibility improvements, reconfiguration and modernization of interior spaces at both the north and south buildings. Due to funding availability, construction of improvements to the north building began immediately to ensure the new community center site was open and operational. A bid proposal for construction of the planned north building improvements was received on December 3, 2021, and following full execution of the Job Order Contract, City staff issued the Notice to Proceed for construction on May 27, 2022. Construction of the planned improvements at the north building was substantially completed on May 25, 2023. Staff now recommends approval of the First Amendment to the Professional Architectural Services Agreement with Temple-Andersen-Moore Architects, LLP, in the amount of $60,000, increasing the total contract amount to $187,880, with a remaining contingency of $10,000, for providing construction documents for removal and replacement of the HVAC system at the north building, and minor repairs of existing roof trusses, as needed, for the south building, repackaging of the approved plans and specifications for bidding and construction of all planned improvements per the original scope of work for the south building and authorize the Capital Projects Director or designee to execute the amendment to the original agreement on behalf of the City. The City Attorney's Office has reviewed and approved the proposed agreement as to form. ENVIRONMENTAL FINDINGS Contract amendment does not qualify as a project pursuant to California Environmental Quality Act (CEQA) Guidelines � 15378. LOCAL PREFERENCE Temple-Andersen-Moore Architects, LLP, is a local business, as defined by the Fresno Municipal Code. FISCAL IMPACT The proposed project is in Council District 4. The project is funded from appropriations included in the FY24 annual appropriations resolution from Measure P, expenditure category 2 (Improving and Maintaining Safe, Clean Neighborhood Parks and Playgrounds) and there is no impact to the General Fund.
