BRAR, PE, Licensed Professional Engineer Capital Projects Department, Utilities and On-Site Project Management Division SUBJECT ..Title Approve a Consultant Services Agreement with NJ Associates Inc., dba NJA Architecture, of Lodi, California in the amount of $126,494, with a contingency amount not to exceed $20,000, for the design and construction support services for the Roessler Winery Renovation Project (Council District 4). ..Body RECOMMENDATION Staff recommends the City Council approve a Consultant Services Agreement (Agreement) with NJ Associates Inc., dba NJA Architecture, of Lodi, California in the amount of $126,494, with a contingency amount not to exceed $20,000, for the design and preparation of construction documents for the Roessler Winery Renovation Project (Project) and authorize the Capital Projects Direct or designee to sign the Agreement on behalf of the City. EXECUTIVE SUMMARY The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to perform improvements to the Old Roessler Winery Building to transform the current warehouse layout into a multi-functional space. Council approval of the Consultant Services Agreement between the City and NJA Architecture is recommended to facilitate the development of schematic designs and preliminary cost estimates. The Consultant Services Agreement for professional engineering services will be funded using Fiscal Year (FY) 2025 General Fund and American Rescue Plan Act (ARPA) appropriations. BACKGROUND The PARCS Department proposes to perform improvements to the Roessler Winery Building located at 1902 North Winery Avenue, to transform the current warehouse and storage layout into a multi-functional space. The scope of work will include, but not be limited to, schematic design plans and estimates to renovate the Roessler Winery Building into an entry and exit point for the park, a gift shop, a welcome center, an event space, an administrative office, restrooms, a museum, as well as storage and utility areas. NJA Architecture will analyze the existing conditions of the building and provide schematic design plans and estimates for the proposed improvements. This will incorporate reviews and comments from collaboration between City staff and the Historic Preservation Commission. In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, staff sent out a request for Statement of Qualifications (SOQs) in August 2024 via Planet Bids, email, and published in The Business Journal for the Roessler Winery Commercial Renovation Project. Three (3) SOQs were received and reviewed by staff. NJA Architecture was determined to be the most qualified and responsive based on SOQ evaluations. Staff negotiated a fee of $126,494, with a contingency amount not to exceed $20,000, for the design services for this Project. Staff recommends the City Council approve the proposed Agreement with NJA Architecture in the amount of $126,494, with a contingency amount not to exceed $20,000, for the design of the Roessler Winery Commercial Renovation Project and authorize the Capital Projects Director or designee to sign the Agreement on behalf of the City. The Consultant Services Agreement will be funded using FY 2025 General Fund and ARPA appropriations. The City Attorney's Office has reviewed and approved the proposed Agreement as to form. ENVIRONMENTAL FINDINGS A consultant agreement for the design of plans and cost estimates is not a "project" pursuant to California Environmental Quality Act (CEQA) guidelines 15378. LOCAL PREFERENCE Local Preference was not implemented because of federal ARPA funding. FISCAL IMPACT The Roessler Winery Commercial Renovation Project is located in Council District 4. The Project will be funded through FY 2025 General Fund and ARPA Appropriations. Attachments: Consultant Agreement Vicinity Map Location Map
