1. Approve acceptance of Cal OES amendments six and seven for an additional $200,000 for Haz Mat training agreement A211006364 and authorize the Fire Chief to compensate Fire personnel in order to staff the vacancies created by training attendance.

RECOMMENDATION
It is recommended the Council adopt the annual appropriation resolution to appropriate the Cal OES additional awards of $200,000 of funding to the FY 2025 Fire Department budget. It is further recommended that Council accept the Cal OES amendments six and seven for $200,000 for Haz Mat training agreement A211006364 and authorize the Fire Chief to compensate Fire personnel in order to staff vacancies created by training attendance.
EXECUTIVE SUMMARY
The Fire Department participated in a solicitation for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program. Fresno Fire was awarded one of the apparatus. In addition, Fresno Fire was awarded Agreement A211006364 to cover the costs of training personnel in order to staff the apparatus. Cal OES has recently revised Agreement #A21006364 with Amendments six and seven, funding an additional $200,000, bringing the total award to $650,000, between October 1, 2021, and June 30, 2026.
BACKGROUND
Cal OES, Fire, Rescue, and Haz Mat Program is developing a Regional Hazardous Materials (Haz Mat) Program which will be similar to the Cal OES Fire Engine Program. The program is intended to provide additional response capability and fill in the gaps across the state where there is limited or no response capability for Hazardous Materials by Rail. Cal OES distributed twelve (12) Type 2 Haz Mat Emergency Response Vehicles. Each of the vehicles have required FIRESCOPE Type 2 standardized equipment.
In addition, Cal OES coordinates all of the required training for personnel who are not yet trained at the Specialist level for a FIRESCOPE Type 2 Haz Mat Response, as well as, covers the cost of the training. In October 2021, Agreement A211006364 was entered into between Fresno Fire Department and Cal OES for $100,000 to cover the cost of the necessary backfill for those staff attending required training. There have been five amendments increasing the amount of the agreement, which include: #1 August 2022 added $50,000; #2 March 2023 added $50,000; #3 August 2023 added $75,000; #4 October 2023 added $100,000; and #5 November 2023 added $75,000. Amendment #6 will add $50,000 and #7 will add $150,000, bringing the total amended agreement amount to $650,000. The $200,000 for amendments #6 and #7 needs to be appropriated in order to continue the Haz Mat Response Team education.

LOCAL PREFERENCE
Local preference was not implemented because this item is not an award of a construction or services contract.
FISCAL IMPACT
Adoption of the 21st Amendment to AAR No. 2024-122 will increase appropriations in the FIRE Department by $200,000. There is no fiscal impact to the general fund.
