RECOMMENDATIONS
Staff recommends City Council approve a consultant services agreement with Melton Design Group Inc. (MDG), of Sacramento, California in the amount of $869,200 with an additional $80,000 contingency, for design and construction support services for the Quigley Park Rehabilitation Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City.
EXECUTIVE SUMMARY
The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to redesign Quigley Park and consider new amenities such as a recreation center, multi-purpose courts, softball/baseball field, volleyball courts, dog park, splash pad, soccer field, shade structures, plaza space, and a playground area among other features deemed necessary to enhance the overall recreation experience. The project, which had extensive community engagement during the conceptual design phase, will include a community meeting to present and confirm the community's priorities regarding the design and to receive public input to inform the final design.
The contract for professional engineering design services will be funded using FY2024 Measure P, Expenditure Category 1 appropriations. Council approval of the consultant agreement between the City and MDG is recommended to facilitate the development of plans, cost estimates, and general construction contract documents necessary to complete the project.
BACKGROUND
Quigley Park is located on the northeast corner of Dakota and Teilman Avenues. The PARCS Department proposes to utilize Measure P Funds to revitalize the existing facilities and enhance the guest experience at Quigley Park. After a competitive procurement process, PARCS selected MDG to develop the final conceptual plans for Quigley Park in 2019. The final conceptual plan was crafted through an extensive community outreach process involving three public workshops.
Using the conceptual plan as a basis of design, PARCS intends to advance the project by proceeding with the preparation of the construction documents under the terms of this contract agreement. MDG possesses in-depth knowledge of the project site and existing infrastructure and facilitated the public workshop meetings for the final plan selection. Consequently, MDG is uniquely qualified to fully develop the conceptual site plan into working construction documents for the project. Staff negotiated a fee of $869,200 with an additional $80,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project.
During the project, MDG will analyze the existing site conditions and develop construction documents that will consider a recreation center, multi-purpose courts, baseball field, volleyball courts, dog park, splash pad, soccer field, shade structures, plaza space, and a playground area among other features deemed necessary to enhance the overall recreation experience. As part of this project, the PARCS Department also plans to conduct one community outreach meeting to reintroduce the conceptual plan to the public for purposes of receiving feedback and confirming the community's priorities.
Staff recommends City Council approve the proposed agreement with MDG in the amount of $869,200 with an additional $80,000 contingency, for the design and preparation of construction documents for the Quigley Park Rehabilitation Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City.
The City Attorney's Office has reviewed and approved the proposed agreement as to form.
ENVIRONMENTAL FINDINGS
A consultant agreement to design plans and cost estimates is not a "project" under California Environmental Quality Act (CEQA) Guidelines � 15378.
LOCAL PREFERENCE
MDG is not a local business, as defined by the Fresno Municipal Code. MDG is uniquely qualified, and no local preference was considered.
FISCAL IMPACT
The proposed project is in Council District 1. The Quigley Park Rehabilitation Project is funded through FY2024 Measure-P, Expenditure Category 1.
