Approve an agreement for professional architectural and engineering services with Brooks Ransom Associates of Fresno, California for an amount not to exceed $67,500 with an additional $15,000 contingency, for design and construction support services for the historic Roessler Winery Building Project. ..Body RECOMMENDATIONS Staff recommends City Council approve a consultant services agreement with Brooks Ransom Associates (Brooks), of Fresno, California for an amount not to exceed $67,500 with an additional $15,000 contingency, for design and construction support services for the historic Roessler Winery Building Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City. EXECUTIVE SUMMARY The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to restore and preserve the historic nature of the Roessler Winery Building. The contract for professional engineering design services will be funded using FY24 departmental General Fund appropriations. Council approval of the consultant agreement between the City and Brooks is recommended to facilitate development of plans, cost estimates, and general construction contract documents necessary to complete the project. BACKGROUND The PARCS Department proposes to provide a complete structural retrofit to the Roessler Winery Building located at 1944 North Winery Avenue. In October 2023, Brooks performed a structural assessment of the building and determined to preserve the structural integrity of the building, it must be weatherproofed and reinforced through a steel brace frame system. The structural retrofit recommendations have been reviewed and approved by the Historic Preservation Commission (HPC). Using the structural assessment report as a basis of design, PARCS intends to advance the project by proceeding with the preparation of the construction documents under the terms of this contract agreement. Brooks possesses in-depth knowledge of the project site and existing site challenges that must be considered for design. Consequently, Brooks stands as uniquely qualified to fully develop the construction documents for the project. Staff negotiated a fee of $67,500 with an additional $15,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project. During the project, Brooks will analyze the existing site conditions and develop construction documents to structurally support and weatherproof the building. As part of this project, the City staff also plans to conduct an on-site meeting with the architectural subcommittee from HPC to receive any additional design input. Staff recommends City Council approve the agreement with Brooks in the amount of $67,500 with an additional $15,000 contingency, for the design and preparation of construction documents for the Roessler Winery Building Project and authorize the Capital Projects Director or designee to execute the agreement on behalf of the City. The City Attorney's Office has reviewed and approved the proposed agreement as to form. ENVIRONMENTAL FINDINGS A consultant agreement for the design of plans and cost estimates is not a "project" pursuant to California Environmental Quality Act (CEQA) Guidelines � 15378. LOCAL PREFERENCE Brooks Ransom Associates is a local business, as defined by the Fresno Municipal Code. FISCAL IMPACT The proposed project is in Council District 4. The Roessler Winery Building Project is funded through FY24 departmental General Fund appropriations.
