(Requires 5 Affirmative Votes) (Subject to Mayor's Veto) (Citywide) ..Body RECOMMENDATION Staff recommends that City Council adopt the 43rd amendment to the Annual Appropriation Resolution (AAR) No. 2023-185 appropriating $50,000 in the Solid Waste Recycling Fund to launch an outreach campaign to help educate the public on proper handling and disposal of Household Hazardous Wastes. EXECUTIVE SUMMARY The Department of Resources Recycling and Recovery (CalRecycle) has awarded $50,000 in grant funding to the City of Fresno Department of Public Utilities Solid Waste Management Division. The grant funds will be used within the existing household hazardous waste (HHW) collection program to expand public education targeted community education on the proper handling and disposal of HHW materials. The grant period is December 2023 through February 26, 2027. BACKGROUND CalRecycle offers the HHW Grant Program pursuant to Section 47200(a) of the Public Resources Code. The purpose of the grant is to assist local governments in implementing safe HHW programs, which may include public education, source reduction, reuse, recycling, load checking, and collection components. On August 15, 2023, the City submitted the grant application and on December 15, 2023, CalRecycle awarded the City the amount of $50,000 for the Household Hazardous Waste Discretionary Grant Cycle 41 Small Projects (HHWDG). With the Notice to Proceed the City will be able to start incurring costs to implement the program. Funds from the HHWDG will be used for a community education campaign on proper handling and disposal of HHW materials. By placing education information directly into the hands of our residents, it will cut down on the amount of illegally dumped HHW. The education campaign targeting residents will include, but not limited to social media, website information, flyers/bill inserts, television, and radio. The City Attorney has reviewed the resolution and approved to form. ENVIRONMENTAL FINDINGS Pursuant to the definition in CEQA Guidelines section 15378, this is not a "project" for purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because this action does not include a bid, an award of a construction contract, or approval of a services contract. FISCAL IMPACT The acceptance of the grant does not generate an impact to the General Fund. No matching funds are required under this financial assistance agreement. Should the grant be appropriated, the funds will be accounted for in a separate fund designated specifically for this project. This project is Citywide.
