RECOMMENDATION
Staff recommends Council approve the Transportation Art Project Maintenance agreement between the City of Fresno and Caltrans for the Transportation Art Project at San Pablo Park.
EXECUTIVE SUMMARY
Staff is requesting authority to enter into a Transportation Art Maintenance agreement with Caltrans for the Transportation Art Project at San Pablo Park. This agreement will ensure that the art project is maintained, facilitate cleanliness and access for the public to view the artwork.
BACKGROUND
On January 27, 2022, the City Council authorized the Public Works Department to submit a Grant Application to the California Department of Transportation (Caltrans) for the State of California's Clean California Local Grant Program (CCLGP); a program created to beautify and clean up local streets and roads, tribal lands, parks, pathways, transit centers, and other public spaces. The CCLGP is part of the $1.1 billion Clean California Initiative, a program created to assist Caltrans in beautifying underserved communities and addressing the continuous trash generation overwhelming California's public spaces by beautifying and cleaning up local streets and roads, tribal lands, parks, pathways, transit centers, and other public spaces. The Clean California Beautification Fund (CCBF) provides the funding for the CCLGP as part of the Clean California Initiative
The General Services Department will be responsible for coordinating the maintenance of the murals that are being installed on the overpass columns located at San Pablo Park as part of the Transportation Art Project. The maintenance includes but is not limited to restoration or replacement of damaged art, removal of dirt, debris, graffiti, vegetation and weeds surrounding the art, and removal of any deleterious items or materials. The Transportation Art Project Maintenance Agreement is presented as a draft, substantially to form to enable the project to move forward prior to grant funding expiration. Minor edits may be incorporated prior to contract execution.
ENVIRONMENTAL FINDINGS
Based upon the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a "project" and therefore is exempt from CEQA requirements.
LOCAL PREFERENCE
Local preference is not applicable since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
The Maintenance Agreement with Caltrans will have no immediate fiscal impact.
