Authorize the City Manager or designee to apply for a $2,000,000 grant from the Community Violence Intervention and Prevention Initiative (CVIPI) administered by the Federal Bureau of Justice Assistance (BJA); and 2. Authorize the City Manager or designee to execute the Grant Agreement and sign all documents related to this grant on behalf of the City. ..Body RECOMMENDATIONS Staff recommends that the City Council authorize the City Manager or Designee to apply for a $2,000,000 federal grant from the CVIPI grant program and authorize the City Manager or designee to execute the grant agreement and sign all related documents on behalf of the City. EXECUTIVE SUMMARY The PARCS Department is seeking $2,000,000 in grant funding from the BJA to develop a Violence Reduction Strategic Plan, make $1,100,0000 in grant funding available to community based and/or non-governmental organizations for evidence-informed community violence reduction strategies, and further develop multisector collaborative efforts to intervene and prevent violence. BACKGROUND The BJA released the FY24 CVIPI grant solicitation on April 4, 2024. The BJA has appropriated $72,000,000 million dollars to invest in evidence-informed community violence interventions that focus on serving those at highest risk for violence. Grant applications are due on June 10th, 2024. The CVIPI grant program requires development of a Violence Reduction Strategic Plan, evaluation, and partnerships that increase the collaboration and capacity of multidisciplinary stakeholders to use data to assess the drivers of violence in the community and identify strategies to address it. The PARCS Department is seeking $2,000,000 from the CVIPI program to fund the following community violence intervention and prevention initiatives: � $250,000 for violence reduction assessment, strategic planning, outreach and required ongoing evaluation services. CVIPI requires applicants to collaborate with a research partner to conduct a community violence assessment to determine where and why violence is occurring, assess current gaps and barriers in community services, develop a strategic plan and evaluate efforts. � $1,100,000 for grants to non-governmental and/or community-based organizations. The CVIPI grant program prioritizes applications that include at least 40% of the grant funding for non-governmental or community-based organizations serving communities that have been historically underserved, marginalized, adversely affected by inequality and disproportionately impacted by crime, violence, and victimization. Grant funding will be made available for evidence-informed community violence intervention strategies that serve individuals at highest risk for violence. Examples of evidence-informed strategies include but are not limited to: tattoo removal services, street outreach, mentorship, etc. Funding priorities will be identified in the Violence Reduction Strategic Plan. Grant proposals will be solicited through a competitive process. � $250,000 for three years to fund a Management Analyst II to manage grant implementation, subrecipient grant administration and reporting. � $110,000 for interns to support collaboration and referral services. � $65,000 for supplies, equipment, translation and interpretation. � $25,000 for required auditing services. � The remaining 10% of the total award will be allocated to indirect costs. The CVIPI grant program requires a "CVIPI team" that includes multidisciplinary stakeholder collaboration. The PARCS Department's Office of Neighborhood Safety and Community Engagement (ONSCE) currently collaborates with representatives from education, law enforcement, mental health, juvenile justice and community-based organizations that are engaged in community violence intervention work. ONSCE also convenes stakeholders on a quarterly basis. Letters of interest from a variety of organizations will be collected to demonstrate existing collaborative efforts. If awarded funding, PARCS will be required to increase meeting frequency and establish no-cost memoranda of understanding with multidisciplinary stakeholders within the first six months of the CVIPI award to establish the CVIPI team. The CVIPI team will gather to plan, review performance measures, highlight movement toward goals, enhance community engagement, and facilitate regular dialogue to discuss challenges, opportunities, and coordinated efforts for community violence intervention activities. This item has been reviewed by Risk and the City Attorney's office. ENVIRONMENTAL FINDINGS Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT There are no match requirements and no impacts to the General Fund. If awarded funding, the grant funding will be amended into the PARCS budget. Attachment: Resolution
