Approve an agreement with Fresno Chamber of Commerce allocating $100,000 in ARPA funding to implement the Small Business Security Camera Rebate program. ..Body RECOMMENDATION Staff recommends Council approve an agreement with Fresno Chamber of Commerce allocating $100,000 in ARPA funding to implement a Small Business Security Camera Rebate program and authorize the City Manager to execute the agreement, amendments, and modifications pertaining to this grant program. EXECUTIVE SUMMARY Staff recommends Council approve an agreement with Fresno Chamber of Commerce allocating $100,000 in ARPA funding to implement the Small Business Security Camera Rebate. This allocation was previously approved by Council through the budget process on June 22, 2023. As a subrecipient of ARPA funding, Fresno Chamber of Commerce will implement this program on behalf of the City of Fresno. BACKGROUND In 2021, the City of Fresno was awarded American Rescue Plan Act funding in the amount of $170,808,029. Of this funding $100,000 was identified in a resolution passed by Council on June 22, 2023, allocating funding to implement a Small Business Security Camera Rebate program through the Fresno Chamber of Commerce. Due to the COVID-19 pandemic, small businesses in the City of Fresno have been negatively impacted. This rebate program will allow small businesses to be reimbursed for video equipment and installation in order to monitor inside and outside of their place of business, providing video evidence and potential suspect identification to share with law enforcement for the purposes of arrest and prosecution. Funding will provide needed resources for small businesses to invest in their own security system to protect their business. This rebate program will reimburse businesses that purchase and install a video security system in their place of business located within the City of Fresno. Qualifications and limits on funding are described in the scope of work of the agreement. ENVIRONMENTAL FINDING This project is exempt under Section 15301/Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines. LOCAL PREFERENCE This organization has been previously approved by Council. FISCAL IMPACT This program will be funded through American Rescue Plan Act funding and will not impact the general fund.
