EXECUTIVE SUMMARY The General Services Department, Fleet Management Division, is requesting approval to establish a new three-year cooperative purchase agreement with Development Group, Inc. (DGI), the authorized distributor of Samsara, for the continued use of its onboard fleet management system. The City has utilized GPS tracking systems in fleet vehicles since 2007 and in 2023 transitioned the municipal vehicles and equipment to Samsara devices. The system provides real-time telematics, GPS asset tracking, engine diagnostics, and emissions monitoring. These capabilities allow departments and Fleet Management to locate City vehicles, monitor vehicle idling, receive maintenance alerts, and respond quickly to mechanical issues, reducing repair costs. Additionally, the system enables Fleet Management to enroll vehicles in the California Bureau of Automotive Repairs Continuous Testing Program for emissions compliance. The new cooperative purchase agreement will be acquired through a competitively solicited cooperative procurement process administered by Sourcewell (a State of Minnesota local government agency). BACKGROUND The General Services Department, Fleet Management Division, is responsible for maintaining approximately 3,000 active vehicles and equipment for the City of Fresno. This includes vehicle acquisitions, whole-life maintenance, fueling, and end-of-life disposal. Fleet Management serves the City departments by providing reliable transportation to support their needs and service responsibilities through preventative maintenance, timely repairs, and equipment replacement. Since 2007, the City has utilized GPS tracking systems in fleet vehicles. In 2023 municipal vehicles and equipment were transitioned to Samsara devices, which provide real-time telematics, GPS asset tracking, maintenance alerts, and emissions monitoring. These tools enable departments and the Fleet Management Division to locate city vehicles and equipment, monitor vehicle idling, and receive maintenance alerts. The system allows the Fleet Management Division to enroll in the Bureau of Automotive Repair Continuous Testing Program. The California Air Resource Board directive requires diesel vehicles to be tested four times a year or enroll in a Continuous Testing Program. This program will continuously test emissions through the onboard computer (OBD-II) system in lieu of conducting physical inspections, effectively reducing vehicle downtime, and increase opportunities for Departments to provide service. Fleet Management will be notified when there is an issue with the emissions equipment though this system. The equipment and service will be purchased utilizing a competitively solicited cooperative procurement process administered by Sourcewell. The three-year not to exceed amount of $1,263,950 includes the Sourcewell discount applied to City purchases. The Purchasing Division and Information Services Department have approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference was not applicable because this is a cooperative purchase. FISCAL IMPACT The funding to cover the annual expense has been included in the FY2026 adopted budget under the operations of the General Service Department, Municipal Fleet Division.
