EXECUTIVE SUMMARY The resolution creating the Building Standards Appeals Board (BSAB) was adopted by the Fresno City Council on May 22, 2025, to comply with Section 1.8.8.1 of the California Building Code and ensure affected parties have a clear, accessible, and impartial process for appealing requirements imposed by the City related to building codes and regulations. The BSAB is composed of five members appointed by the Mayor with Council approval. The Mayor's Office is providing for consideration the appointments of Gaylord Ransom (Resident of District 2) and Scott Vincent (Resident of District 6) to terms expiring on June 30, 2027, and for Daniel Field (Resident of District 1), Imelda Golik (Resident of District 2), and Scott Mears (Resident of District 6) to terms expiring June 30, 2029. In accordance with Section 902 of the City's Charter, the members first appointed to the BSAB have been determined by lot and have staggered terms.
