Approve the Donation Agreement made between the City of Fresno and Fresno/Clovis Convention & Visitors Bureau (CVB), a California Non-Profit Corporation, for contribution funds in the amount of $605,000 for the replacement of the scoreboard at the Selland Arena. 3. ***Resolution - Adopting the 19th Amendment to the Annual Appropriation Resolution No. 2025-179 appropriating $605,000 in donations from the Fresno/Clovis Convention & Visitors Bureau (CVB) for the replacement of the scoreboard at Selland Arena (Requires Five Affirmative Votes) (Subject to Mayor's Veto) ..Body RECOMMENDATION Staff recommends that the City Council approve the Donation Agreement made between the City of Fresno and Fresno/Clovis CVB for contribution funds in the amount of $605,000 for the replacement of the scoreboard at the Selland Arena. EXECUTIVE SUMMARY The Selland Arena's existing center hung scoreboard is 18 years old. Functionality is inconsistent, and the associated technology is antiquated, rendering a repair or upgrade unfeasible. Currently, sporting events scheduled at the Selland Arena require a supplemental, free-standing scoreboard which is costly. A new scoreboard will enhance the arena, improve the overall guest experience, and make the Selland Arena more marketable for a variety of events, many of which will generate overnight stays. The CVB Board of Directors, at their August 27, 2025 meeting, agreed to donate funds to replace the outdated scoreboard in the amount of $605,000. BACKGROUND The Selland Arena's existing scoreboard is 18 years old. Functionality is inconsistent, and the associated technology is antiquated, rendering a repair or upgrade unfeasible. Currently, sporting events scheduled at the Selland Arena that rely on the venue's scoreboard require a supplemental, free-standing scoreboard which is costly. A new scoreboard will enhance the marketability of the arena and the overall guest experience. The CVB Board of Directors, at their August 27, 2025 meeting, agreed to donate funds to replace the outdated scoreboard in the amount of $605,000. Per the Property and Business Improvement District Law of 1994, Section 36601, the CVB is allowed to provide benefits that increase the demand for short-term overnight room sales. With the addition of the scoreboard, Selland Arena will be more marketable for a variety of events, many of which will generate overnight stays, such as the FFA State Conference, Job's Daughters, the 2028 Olympic Trials-Taekwondo, to name a few. The $605,000 is estimated to be sufficient for the installation based on proposals received by the Convention Center staff. The Convention Center staff will enter into the agreement with the installer, and the City will reimburse the Convention Center as per the terms of the City's agreement with the Convention Center Operator. The AAR, once approved by Council, will provide the necessary resources to facilitate this capital improvement. ENVIRONMENTAL FINDINGS This is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference is not applicable.
