RECOMMENDATION
Staff recommend that the City Council adopt the Resolution authorizing the grant application and execution of related documents for up to $500,000 from SNC's Sustainable Recreation, Tourism, and Equitable Outdoor Access grant program to fund cabin replacements and improve promotional and communications activities for Camp Fresno.
EXECUTIVE SUMMARY
Staff are requesting authorization to submit a grant application of up to $500,000 to fund capital improvements and improve promotional and communications activities designed to increase the number of people accessing Camp Fresno. Adoption of the resolution will authorize submittal of an application for grant funding. The grant concept proposal is due on December 1, 2025 and the final proposal is due on March 1, 2026.
BACKGROUND
In summer 2025, SNC released a request for proposals for the Sustainable Recreation, Tourism, and Equitable Outdoor Access grant program. The total funding available through this grant round is $4,100,000. The deadline to submit a concept proposal is December 1, 2025, and the deadline to submit a final proposal is March 1, 2026. The grant term is expected to begin in summer 2026.
The proposed project will increase public engagement and access to Camp Fresno through capital improvements and investment in promotional and communications activities to highlight the facility. The grant-funded project will include the purchase and installation of approximately 1-2 new modular cabins at Camp Fresno. The project will also fund improvements to the registration, communication, and promotional processes, including cross-promotion with organizations like schools and community-based organizations.
This resolution has been reviewed by the City Attorney's Office.
ENVIRONMENTAL FINDINGS
This action, applying for a grant application, is not subject to the California Environmental Quality Act (CEQA).
LOCAL PREFERENCE
Local preference is not applicable as this resolution does not include a bid, or an award of a construction or services contract.
FISCAL IMPACT
This resolution will have no immediate impact on the General Fund. The grant project will include a match of up to 15% of the total project cost which will be met with in-kind staff time and other standard operating expenses that are reflected in the annual budget.
