CAMIT, PLS, Chief Surveyor Public Works Department, Traffic & Engineering Services Division SUBJECT ..Title RESOLUTION - Dedicating those portions of City-owned property for public street purposes on the northwest corner of G Street and El Dorado. (Council District 3) ..Body RECOMMENDATION Staff recommends that Council adopt a resolution dedicating a portion of City-owned property for public street purposes to accommodate the construction of a public pedestrian sidewalk of 1515 El Dorado Street on the northwest corner of G Street and El Dorado for the new 911 Call Center. EXECUTIVE SUMMARY The proposed public street easement at the City's Municipal Service property, located at 1515 El Dorado Street, will accommodate a 10' sidewalk pattern within the limits of this project. It will provide the necessary street easement to accommodate a curb ramp to comply with the Americans with Disabilities Act and current City standards. The proposed street easement is described in Exhibit "A" and shown on "B" of the attached resolution. BACKGROUND The recommended action is related to the 911 Call Center project at the City of Fresno Municipal Services Center. Pursuant to the Notice of Voluntary Parcel Merger recorded as Document No. 2024-0035275 on April 18, 2024, the property line adjustments for the public pedestrian sidewalk on El Dorado and G Street have been perfected and conform to the provisions of Government Code Section 66499.20 1/2 and FMC Section 15-4203. The resulting parcel hereinafter shall be considered the lot of record. A dedication of those portions of City-owned parcel (APN: 465-062-04T) is required so that the City's planned public sidewalk will be within the public street right-of-way on the northwest corner of El Dorado Street and G Street. Staff has determined the required dedication area necessary for the construction of the public sidewalk, as shown in the Resolution's Exhibits "A" and "B". Adopting the Resolution authorizes the Public Works Director, or designee, to complete the dedication process. The City Attorney's Office has reviewed and approved the attached Resolution as to form. ENVIRONMENTAL FINDINGS An environmental assessment Initial Study and Mitigated Negative Declaration (IS/MND) (SCH 2024080018) dated December 2024 was adopted by Council on April 10, 2025, and the Notice of Determination filed with the County Clerk on April 22, 2025. LOCAL PREFERENCE Local preference does not apply because the dedication of a public street easement does not involve bidding or contracting. FISCAL IMPACT The Project is located in Council District 3. There will be no General Fund impact from the dedication of the public street easement for the project.
