REPORT TO THE CITY COUNCIL FROM: GEORGEANNE A. WHITE, City Manager Office of the City Manager BY: JENNIFER RUIZ, Deputy City Manager Office of the City Manager SUBJECT ..Title Actions Pertaining to Modification of the Convention Center Management Contract: 1. Approve the Second Amendment to the 2020 Convention Center Management Agreement between the City and ASM Global Fresno, LLC, extending the contract term to December 31, 2025. ..Body RECOMMENDATION It is recommended that the Council Approve the Second Amendment to the 2020 Convention Center Management Agreement between the City and ASM Global Fresno, LLC, to extend the contract term to December 31, 2025. EXECUTIVE SUMMARY In June 2020, the City Council approved a contract with ASM for the management of the Convention Center. The agreement expires on June 11, 2025. The City initiated a request for qualifications (RFQ) inviting proposals on February 21, 2025, however, the evaluation committee is still evaluating proposals and contract terms. The extension of the current agreement will allow the committee time to complete their evaluation and recommendation. BACKGROUND In June 2020, the City Council approved a contract with ASM for the management of the Convention Center. The agreement was amended in 2021 to waive the annual financial statement for fiscal year 2020-21. The agreement expires on June 11, 2025. The City published a request for qualifications (RFQ) inviting proposals on February 21, 2025. Bids were due March 14, 2025. Three bidders submitted proposals, including the current contractor. The evaluation committee is still in the process of evaluating proposals and considering future contract elements. The extension of this agreement will give the committee adequate time to fully evaluate all options for future management of the Fresno Convention and Entertainment Center. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this amendment does not qualify as a project as defined by CEQA. LOCAL PREFERENCE Local Preference was not implemented because this is an amendment to an existing contract. FISCAL IMPACT The monthly financial contribution will continue at the rate described in the current agreement and as approved in the City's budget, through December 31, 2025.
