EXECUTIVE SUMMARY The Airports Department intends to rehabilitate approximately 288,750 square feet (3,850'x75') of existing asphalt pavement on Runway 12-30 at Fresno Chandler Airport. Approval of this design agreement project will enable the Airport to meet the funding timelines, solidify the construction schedule, and rehabilitate critical infrastructure to allow for continued aviation operations. BACKGROUND The rehabilitation on Runway 12-30 at Fresno Chandler Airport will consist of milling the 288,750 square feet (3,850'x75') existing pavement section and replacing it with new asphaltic concrete pavement. The runway asphalt pavement was built in 2003 and has a nominal asphalt thickness of 6 inches. Based on information from the 2023 Airfield Pavement Management System (APMS) the PCI of the pavement was measured 51 and the observed distresses report includes block cracking, L&T cracking, and weathering. All design work shall be performed under the direct supervision of engineers licensed in the State of California. All drawings, specifications, and calculations will be sealed and signed by a California licensed engineer as required. Kimley-Horn and Associates will provide Environmental documentation, Topographic Survey, progressive design packages, and bidding services. Through a competitive Request for Qualifications (RFQ) process the Airports department invited civil engineering firms to submit Statements of Qualifications for professional civil engineering services for design and preparation of plans and general construction documents for projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH). Seven (7) professional consulting firms responded to the RFQ and qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. The Department qualified multiple firms under this RFQ, including Kimley-Horn and Associates, Inc. It has been determined by the Department that Kimley-Horn and Associates, Inc. is most qualified to perform the design work for this project. ENVIRONMENTAL FINDINGS This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable because the agreement is federally funded. FISCAL IMPACT Funding for this Project will be through the FAA Airport Infrastructure Grants (AIG) program. There is no impact to the General Fund from this action.
