EXECUTIVE SUMMARY Staff are seeking approval to appropriate an amount of $110,000 to the Parks, After School, Recreation, and Community Service (PARCS) Department's Fiscal Year (FY) 2026 budget to reimburse expenses incurred by PARCS during the Summer 2025 Aquatics season. The funding comes from Fresno Unified School District (FUSD). BACKGROUND On January 9, 2025, the City Council approved a resolution (25-15) authorizing staff to apply for funding of up to $400,000 from FUSD to provide aquatics programming in Summer 2025. In March 2025, the City was awarded $311,991.31 to provide swim programming in July 2025. The total amount awarded came in higher than budgeted. The PARCS Department budgeted $201,900 in FY 2026 in anticipation of this award. The rounded difference between the FY26 budget and the contracted award amount is $110,000. Council's approval of the AAR will increase appropriations by $110,000 for costs associated with the July 2025 Summer Swim Aquatics Programming. This will enable the PARCS Department to seek reimbursement from FUSD for the total contracted amount of $311,991.31. This item has been reviewed by the City Attorney's Office and Finance Department. ENVIRONMENTAL FINDINGS Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT This action will appropriate an additional $110,000 into the PARCS Department's FY2026 budget to reimburse expenses associated with the 2025 Summer Swim Aquatics programming. The remaining $201,900 of the contract is already reflected in the PARCS Department's approved FY2026 budget. There will be no impact on the General Fund.
