(Citywide) (Subject to Mayor's Veto) ..Body RECOMMENDATION Staff recommend that the City Council adopt the resolution authorizing the grant application, acceptance, and execution of related documents for up to $3 million from BSCC's CalVIP program to fund violence prevention and intervention programming. EXECUTIVE SUMMARY Staff are requesting authorization to submit a grant application of up to $3 million to fund the Parks, After School, Recreation and Community Services Department's (PARCS) violence intervention and prevention programming throughout the City of Fresno for youth and/or young adults. The grant proposal will also include funding for Advance Peace. Adoption of the resolution will authorize submittal of the application and authorize the City Manager or designee to accept grant funding if awarded. The grant application is due on August 18, 2025. BACKGROUND On February 14, 2025, BSCC released a request for proposals for the CalVIP Cohort 5 grant program. The total available statewide funding through CalVIP Cohort 5 is $103,000,000. The total available funding in the "eligible large cities" category under which the City of Fresno is eligible to apply is $18,540,000. The deadline to submit a grant application is August 18, 2025. The grant term is 3.5 years and would begin on January 1, 2026. The implementation period is 36 months, followed by a 6-month evaluation and close-out period. The City is currently administering the CalVIP Cohort 4 grant award which will end on December 31, 2025. The City's CalVIP Cohort 5 grant proposal will build on current violence intervention and prevention efforts. The proposal will include funding for Advance Peace, enhancements to existing After School programming to incorporate evidence-based violence prevention curriculum, late-night community events that provide a recreational alternative to violence, Camp Fresno youth programming, and evaluation to measure and document the efficacy of programming. This resolution has been reviewed by the City Attorney's Office. ENVIRONMENTAL FINDINGS Based upon the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a "project". LOCAL PREFERENCE Local preference is not applicable as this resolution does not include a bid, or an award of a construction or services contract.
