RECOMMENDATION
Staff recommends that Council authorize the adoption of the Second Amendment to the Salary Resolution No. 2026-157, amending Section 17(D) by adding a provision authorizing Unit 2 employees to be reimbursed, upon the recommendation of the Police Chief and/or their designee and their appointing authority, for personal security expenses arising from City employment. Such reimbursement shall not exceed $5,000 total during the course of employment and receipts must be presented before reimbursement is tendered.
EXECUTIVE SUMMARY
Staff recommends Council approve the Second Amendment to the Salary Resolution to add a provision authorizing Unit 2 employees to be reimbursed for personal security expenses upon the recommendation of Chief of Police or his/her designee, arising from City employment.
BACKGROUND
In the course and scope of public employment, City staff may encounter threats to their personal safety arising from their employment with the City. While the City is committed to taking all necessary steps to ensure the personal safety of all City staff while at work, the City recognizes that impacted employees may need to ensure their personal safety while away from work. To defray costs associated with personal security expenses arising from City employment, it is recommended that Council authorize the appointing authority to reimburse a portion of these expenses to impacted Unit 2 employees.
There is no requirement to meet and confer with bargaining units over this Salary Resolution, as the impacted classifications are unrepresented.
ENVIRONMENTAL FINDINGS
This is not a "project" for the purposes of the California Environmental Quality Act ("CEQA") Guidelines Section 15378 and is therefore exempt from the CEQA requirements.
LOCAL PREFERENCE
Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.
FISCAL IMPACT
Costs are de minimis and expected to be covered by existing salary savings.
