RECOMMENDATION
It is recommended that the City Council adopt the 9th amendment to the Annual Appropriations Resolution (AAR) No. 2026-159 to appropriate $127,800 in grant carryover balances from FY 2026.
EXECUTIVE SUMMARY
The appropriation of $127,800 of grant fund carryover corresponds to the Police Department's operating funding under the Police Department that were unexpended and unencumbered by June 30, 2026. The submitted AAR document will appropriate the FY 2026 unspent funds in the current Fiscal Year and corresponds to an annual process to reestablish the Police Department's unspent budget from the prior Fiscal Year and true-up the budgeted carryover totals.
BACKGROUND
The recommended Resolution would amend the appropriations within the identified program to allow for completion of grant projects this fiscal year. To meet the projected funding requirements, $127,800 in funding must be appropriated.
ENVIRONMENTAL FINDINGS
This is not a "project" for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local preference was not considered because this item does not include a bid or award of a construction or services contract.
FISCAL IMPACT
There is no fiscal impact to the General Fund. This action utilizes resources from the FY 2026 grant carryover revenue resulting from unexpended and unencumbered appropriations as of June 30, 2026. The grant portion is currently available for re-appropriating grant operating projects under the Police Department.
