REPORT TO THE CITY COUNCIL FROM: ALMA TORRES, Director Fresno Animal Center BY: FELICIA GARCIA, Senior Management Analyst Fresno Animal Center SUBJECT ..Title ***RESOLUTION – Adopting the 20th Amendment to the Annual Appropriation Resolution No. 2026-159 to appropriate $51,700 for community service initiatives with the remaining grant funds previously accepted by Council from California for All Animals funds, administered by The Regents of University of California, Davis (UC Davis) campus (Requires Five Affirmative Votes) (Subject to Mayor’s Veto) ..Body RECOMMENDATION Staff recommend that Council approve the 20th Amendment to the Annual Appropriations Resolution (AAR), authorizing the appropriation of $51,700 of which $30,700 is remaining grant funds and $21,000 for earned interest. The grant was previously accepted by Council from California for All Animals funds and administered by the Regents of the University of California, Davis campus, through its Koret Shelter Program to support community programs at the Fresno Animal Center. EXECUTIVE SUMMARY The Fresno Animal Center was previously awarded $350,400 from the California for All Animals Shelter Assistance Program Grant administered by the Regents of the University of California, Davis Campus through its Koret Shelter Program. This budget resolution seeks to amend the FY2027 budget to appropriate $51,700 of the unspent funds which were anticipated to be depleted in FY2026 in addition to earned interest balances. Approval of this AAR will allow the full expenditure of the funds prior to the grant expiration date of June 30, 2027. BACKGROUND The UC Davis Off cycle grant was awarded to support the City’s community service initiatives at the Fresno Animal Center, with a focus on expanding access to veterinary care, public spay/neuter services, and related outreach programs. The grant is administered through a formal agreement between the City and the Regents of the University of California, Davis, through its Koret Shelter Program and is subject to specific terms and conditions regarding allowable uses, reporting, and compliance requirements. The grant was anticipated to be fully expended in FY2026 and was not budgeted in FY2027. However, due to timing, not all anticipated expenses were realized in FY2026. Through the approval of AAR 2026-159 the Fresno Animal Center will receive authority to continue delivering the programs and services that serve the community until the grant period expires on June 30, 2027. ENVIRONMENTAL FINDINGS Local preference was not considered because accepting grant funds does not include a bid or award of a construction or service contract. LOCAL PREFERENCE Local preference was not considered because accepting grant funds does not include a bid or award of a construction or service contract. FISCAL IMPACT Approval of AAR 2026-159 would increase the Fresno Animal Centers FY2027 Adopted Budget by $51,700 and does not impact the City’s General Fund.
