RECOMMENDATION
Staff recommends Council approve actions pertaining to the citywide security services Requirements Contract with Universal Protection Services, LP dba Allied Universal Services of Fresno, California: 1) Approve an annual increase in an amount not-to-exceed $241,000 per year to add security for Granite Park Sports Complex, Police Department Headquarters, and an amount not-to-exceed $300,000 for future unforeseen needs, for a revised total annual amount not-to-exceed $6,136,000 for the remainder of the contract term plus annual CPI adjustments; 2) Approve a one-time increase for the temporary security services at the Clarion Pointe shelter in an amount not-to-exceed $81,000; 3) Approve a one-time increase for emergency security services required to secure properties and facilities acquired for the Blackstone & McKinley Grade Separation project in an amount not-to-exceed $500,000; and 4) Approve a one-time increase for emergency security services required to secure the Fresno Sanitary Landfill in an amount not-to-exceed $180,000.
EXECUTIVE SUMMARY
On April 24, 2025, City Council approved a contract with Allied for $3,500,000 per year for one year with four optional one-year extensions to provide Citywide security services. Additionally, on December 18, 2025, City Councial approved an increase to the contract in an amount of $2,095,000 per year for a total annual amount of $5,595,000. In accordance with Resolution 2018-075, individual amendments which exceed 1% of the total agreement price or $100,000 (whichever is greater) and multiple amendments which aggregate more than 10% of the agreement price shall be subject to prior authorization from the City Council.
Recent change orders have expanded services to include security guard coverage at City acquired properties near Blackstone & McKinely Grade Separation project due to the vandalism of vacant buildings, Fresno Sanitary Landfill, Granite Park Sports Complex, Police Department Headquarters, Clarion Pointe, and unforeseen security needs.
Staff recommends increasing the contract for a revised total annual amount not-to-exceed $6,136,000 for the remainder of the contract term plus annual CPI adjustments. This increase will ensure sufficient authority to address emerging and unforeseen security needs citywide. In addition, Staff recommends approving a one-time increase for security needs at the Blackstone & McKinley Grade Separation Project acquired properties, Clarion Pointe, and Fresno Sanitary Landfill as detailed in the section below.
BACKGROUND
A Notice Inviting Proposals was advertised on September 19, 2024, and posted on the City’s website. Over 600 potential proposers were notified of the RFP, 75 of which downloaded the RFP documents. Nineteen proposals were received by the October 22, 2024 deadline. A Selection Committee determined Universal Protection Services, LP dba Allied Universal Services (Allied) provided the best value to the City and recommended an award.
On April 24, 2025, City Council approved a contract with Allied for $3,500,000 per year for one year with four optional one-year extensions to provide Citywide security services. On December 18, 2025, City Council approved an increase to the contract in an amount of $2,095,000 per year to include services for the FAX parking lot, Sequoia Brewery, and various parking garages for a total annual amount not-to-exceed of $5,595,000 per year.
Since the award, and subsequent increase, several additional security assignments have been added to address emerging needs citywide, including:
Granite Park Sports Complex – The City has recently assumed responsibility of Granite Park. Ongoing security services have been added to provide facility protection during non-operational hours and to support public safety as needed during events.
Police Department Headquarters – Ongoing security services have been added for the City’s future Police Department Headquarters during the renovation and transition period to safeguard the facility and City assets.
As future increases to this agreement are subject to Council approval per Resolution 2018-075, General Services has included $300,000 in spending authority to quickly respond to unforeseen Department requests for added security during the remainder of the contract duration. If security needs arise, each Department will be responsible for identifying funding within their adopted budget to fund each individual security assignment.
Clarion Pointe – Additional security services have been requested to support operational needs at the Clarion Pointe shelter facility through October 2026.
Blackstone & McKinley Grade Separation project – Additional security services have been provided on emergency basis to protect the properties and facilities acquired for the Blackstone & McKinley Grade Separation project to protect public health and safety. The goal is to prevent further vandalism, trespassing, and fire activity at multiple vacant buildings. Security was posted beginning in February 2026 in response to urgent threats to public health and safety. The assignment is expected to conclude once demolition activities are complete in December 2026. Security services are funded through the capital improvement project appropriations.
Fresno Sanitary Landfill – Additional security services have been provided Fresno Sanitary Landfill located at 1707 W. Jensen Ave in response to vandalism concerns.
A summary of the contract amount and requested changes is as follows:

All services are billed hourly as services are incurred by the security services contractor.
Approval of this increase will grant the General Services Department with the spending authority to provide security services up to the maximum annual amount as listed above.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.
LOCAL PREFERENCE
Local preference was considered during the original award. Universal Protection Services, LP dba Allied Universal Services, has an office within the City of Fresno limits.
FISCAL IMPACT
The funding has been included in each department’s line-item budget as part of the FY2027 adopted budget to cover the cost of security services.
