REPORT TO THE CITY COUNCIL FROM: SUMEET MALHI, Director Personnel Services Department BY: YER TAYLOR, Principal Labor Relations Analyst Personnel Services Department SUBJECT ..Title Actions pertaining to the Fresno Airports Public Safety Officers' Association (FAPSOA) for Unit 11 1. ***Adopt a Side Letter of Agreement between the City of Fresno and Fresno Airports Public Safety Officers' Association (FAPSOA - Unit 11) (Subject to Mayor's veto) 2. ***RESOLUTION: Adopt the Eighteenth Amendment to FY 2026 Salary Resolution No. 2025-177, amending Exhibit 11, Unit 11 - Fresno Airports Public Safety Officers' Association (FAPSOA), as required by the Side Letter of Agreement between the City of Fresno and Fresno Airports Public Safety Officers' Association (FAPSOA - Unit 11) (Subject to Mayor's veto) ..Body RECOMMENDATION It is recommended Council (1) approve the Side Letter of Agreement between the City and FAPSOA to implement wage adjustments for City employees in Unit 11, Fresno Airports Public Safety Officers' Association, represented by FAPSOA; and (2) adopt the Eighteenth Amendment to FY 2026 Salary Resolution No. 2025-177 to amend Exhibit 11. EXECUTIVE SUMMARY The City of Fresno and Fresno Airports Public Safety Officers' Association (FAPSOA - Unit 11) reached a tentative agreement on a Side Letter of Agreement which implements wage adjustments for City employees in Unit 11. To implement the Side Letter of Agreement, it is necessary to approve the Eighteenth Amendment to FY 2026 Salary Resolution No. 2025-177, amending Exhibit 11, Unit 11, Fresno Airports Public Safety Officers' Association (FAPSOA), retroactively November 17, 2025. Upon Council approval of the Eighteenth Amendment to the FY 2026 Salary Resolution, Exhibit 11 of the FY 2026 Salary Resolution will be updated to reflect the amended Exhibit 11 as approved by Council. BACKGROUND The City of Fresno and Fresno Airports Public Safety Officers' Association (FAPSOA - Unit 11) reached a tentative agreement on a successor MOU on October 22, 2025, in which members of the Association ratified on the same day, and Council approved on November 6, 2025. The successor MOU provided for an agreement from June 16, 2025, through June 14, 2026, a three percent (3%) increase to wages, and other changes in terms or conditions of employment. However, after implementation of the successor MOU, the employees' salaries were actually reduced. A three percent (3%) increase was applied to the monthly wage based on a 40-hour work week as reflected in the Salary Resolution, where this group of employees work 42 hours a week. Therefore, the City is correcting the rate of pay to reflect the three percent (3%) increase the parties agreed to in the successor MOU. Moving forward, the City will be posting FAPSOA rates of pay as an hourly wage to avoid continued confusion. The City and FAPSOA reached a tentative agreement on the Side Letter of Agreement on February 3, 2026. The wage adjustments in the Side Letter of Agreement are retroactively effective November 17, 2025. The City Attorney's Office has approved the Side Letter of Agreement and Salary Resolution Amendment as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno. FISCAL IMPACT Approval of the Side Letter of Agreement and Salary Resolution Amendment will result in an estimated additional salary and benefit expenses of $0 to the General Fund and $1,945 to All Funds in FY26 for the term of the MOU, which expires on June 14, 2026.
