RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the grant application, acceptance, and execution of related documents for up to $500,000 from the State of California Office of Traffic Safety (OTS) to fund the procurement of software to perform traffic data analysis and authorize the execution of all grant application and grant agreement documents by the Public Works Director or designee.
EXECUTIVE SUMMARY
Staff is requesting authorization to submit an application to the State of California OTS Grant Program to procure traffic data analysis software. The proposed application would request funding for up to $500,000 for the procurement of a comprehensive software platform that integrates, analyzes, and visualizes traffic crash data to support data-driven decision-making for potential roadway safety improvements. Adoption of the resolution will authorize submittal of the application for grant funding and acceptance of grant funds if awarded.
BACKGROUND
The City of Fresno faces persistent challenges in traffic safety, with high rates of collisions, injuries, and fatalities. Traffic data analysis software aims to develop and implement a comprehensive software platform that integrates, analyzes, and visualizes traffic crash data to support data-driven decision-making for roadway safety improvements. The improved data quality would enhance the completeness, accuracy, and timeliness of crash data reporting. Software of this kind is equipped to proactively analyze in real-time for day-to-day operational adjustments and to analyze predictively to identify high-risk locations and crash trends to best inform and guide traffic engineers, law enforcement, and policymakers. This would continue the City's efforts in improving traffic safety by supporting and advancing the Vison Zero Safe System Approach and promoting equity by enabling targeted intervention in high-risk communities.
A Notice of Funding Opportunity (NOFO) was published on November 12, 2025, calling for applications for the Federal Fiscal Year 2027 to fund projects during the period of October 1, 2026, through September 30, 2027. Grant applications are due by January 31, 2026. Funding requested will be used to procure traffic data analysis software.
The City Attorney's Office has reviewed and approved the resolution as to form.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a "project."
LOCAL PREFERENCE
Local preference is not applicable because this resolution does not include a bid or award of a construction or services contract.
FISCAL IMPACT
This grant requires no match funding. There will be no impact on the General Fund. If awarded, the grant funding will be amended into the Public Works Department budget.
