Approve the Fifth Amendment to the Agreement between the City and The Downtown Association of Fresno to extend the term of the agreement through February 28, 2026, and increase funds by $55,000.00 to provide ongoing employment for members in the One Fresno Youth Jobs Corps Program. 2. Approve the Fourth Amendment to the Agreement between the City and Career Nexus to extend the term through February 28, 2026, to provide ongoing employment for members in the One Fresno Youth Jobs Corps Program. ..Body RECOMMENDATION Staff recommends that the City Council approve the attached amendments to the agreements with The Downtown Association of Fresno, CMAC, Fresno EOC, and Poverello House, which will extend the term of the agreements and increase compensation to cover additional services to be provided. Career Nexus only needs an extension of time as they have enough funds. EXECUTIVE SUMMARY Five CBOs through service agreements with the City of Fresno, have provided employment to members in the One Fresno Youth Jobs Corps Program at their worksite as the employer of record. The CBOs are Career Nexus, CMAC, Downtown Fresno Partners, Fresno EOC, and Poverello House. We will be extending the service agreements with all five CBOs until February 28, 2026. To provide services to this date, four of the CBO's will need additional funds added to their agreement for a total of $117,817.52 additional funds. BACKGROUND The #CaliforniansForAll Youth Service Corps is a Governor's initiative administered by California Volunteers in partnership with cities across California. The City has operated the One Fresno Youth Jobs Corps Program since the Spring of 2022. The program recruits, trains, mentors, and hires members for jobs to prepare them for future career opportunities. The program aims to identify young people with the highest need for employment opportunities, provide them with training and wraparound support services, and place them on a sustainable career pathway either within the City or with external organizations. The program has successfully met and exceeded the goals outlined in the original application. 566 members have been involved in the program as of December 15, 2025. 89% of them met two or more of the criteria determined by California Volunteers: 65% identify as low income, 25% have experienced mental health issues and/or substance abuse, 19% are impacted by the justice system, 8% are in the foster care system and 1% have experienced homelessness. The City of Fresno has hired 27 of the members as permanent employees. On January 11, 2024, Council approved the agreements to add more employment opportunities for youth. Members of the worksite programs have received valuable experience that they can take to future work opportunities. ENVIRONMENTAL FINDINGS By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from CEQA requirements. LOCAL PREFERENCE Not applicable, these are amendments to existing service agreements previously awarded through the City's bid process. FISCAL IMPACT There is no fiscal impact to the General Fund. The Youth Jobs Corps Program is fully funded through a grant award from the California Volunteers, through the State of California Governor's Office.
