REPORT TO THE CITY COUNCIL FROM: SUMEET MALHI, Director Personnel Services Department BY: STEPHANIE FOGLIO, Senior Human Resources Analyst Personnel Services Department SUBJECT ..Title Actions pertaining to the Non-Supervisory Groups and Crafts, IBEW for Unit 7: 1. ***Adopt a successor Memorandum of Understanding between the City of Fresno and the International Brotherhood of Electrical Workers (Non-Supervisory Groups and Crafts - Unit 7) (Subject to Mayor's Veto) 2. ***RESOLUTION - Adopt the Nineteenth Amendment to FY 2026 Salary Resolution No. 2025-177, amending Exhibit 7, Unit 7 - Non-Supervisory Groups and Crafts (IBEW), to provide a salary increase for respective classes as required by the Memorandum of Understanding between the City of Fresno and the International Brotherhood of Electrical Workers (Non-Supervisory Groups and Crafts - Unit 7) (Subject to Mayor's Veto) ..Body RECOMMENDATION It is recommended Council approve the attached successor Memorandum of Understanding (MOU) to implement wages, hours and other terms and conditions of employment for City employees in Unit 7 - Non-Supervisory Groups and Crafts, represented by IBEW; and adopt the Nineteenth Amendment to FY 2026 Salary Resolution No. 2025-177 to amend Exhibit 7. EXECUTIVE SUMMARY The City and the International Brotherhood of Electrical Workers (Non-Supervisory Groups and Crafts - Unit 7) reached a tentative agreement on a successor MOU which will replace the MOU that expired on June 15, 2025. The MOU provides for an agreement from June 16, 2025 through June 25, 2028, increases to wages, and other changes in terms or conditions of employment. Upon Council approval of the Nineteenth Amendment to the FY26 Salary Resolution, Exhibit 7 of the FY26 Salary Resolution will be updated to reflect the amended Exhibit 7 as approved by Council. BACKGROUND The City and the International Brotherhood of Electrical Workers, IBEW (Non-Supervisory Groups and Crafts - Unit 7) started meeting in May 2025 to work towards reaching agreement on a successor MOU. The parties reached a tentative agreement on April 13, 2026. Significant changes to the MOU are summarized below: * Term: June 16, 2025 through June 25, 2028. * Salaries: FY26: 4% base rate of pay increase and a 3.5% one-time, lump sum payment, effective the first full pay period following Council approval. FY27: 4% base rate of pay increase, effective June 15, 2026. FY28: 4% base rate of pay increase, effective June 14, 2027. * Hazardous Duty Pay for Painters Working at Height: Reduced height requirements for classifications to qualify for hazardous duty pay. Added provision for the Painter classification to be the only classification to erect or remove scaffolding for use by all trades. * Classification & Compensation Study: Agree to work with IBEW to perform desk audits to consider possible reclassifications if necessary. * State Disability Insurance / Paid Family Leave: Clarify that employees who do not integrate leave and are in a leave without pay status will be subject to COBRA eligibility. * Holiday Leave / Leave Without Pay: Clarify that if an employee is absent from duty on leave without pay for the entire six months prior to July 1 and January 1, they will not receive the personal holiday accrual. * Bereavement Leave: Add new provision to clarify Bereavement Leave rights for employees. * City Pager / Standby: Remove the use of pagers, as employees exclusively carry City cell phones. * Dues Deductions: Remove City Controller and instead reference the City. * Vacation Leave: Remove redundant December payroll period language. In addition to the above, there was language clean up throughout the MOU. The City Attorney's Office has approved the new MOU and Salary Resolution Amendment as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a "project" and is therefore exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno. FISCAL IMPACT Approval of the MOU and Salary Resolution Amendment will result in estimated additional salary and benefit expenses of $9,659 to the General Fund and $284,641 to All Funds in FY26; $20,695 to the General Fund and $610,440 to All Funds in FY27; and $31,672 to the General Fund and $933,788 to All Funds in FY28; for a total of $62,026 to the General Fund and $1,828,869 to All Funds for the term of the MOU, which expires June 25, 2028.
