EXECUTIVE SUMMARY The Fresno County Transportation Authority (FCTA) consists of nine (9) members. One vacancy currently exists for the Urban Public Member-at-Large. The Urban Public Member-at-Large is a dual appointment by both the City of Fresno and the City of Clovis. Additionally, the appointee and must reside within either Fresno or Clovis. The Mayor's Office is seeking Council approval for the appointment of Larry Westerlund as the Urban Public Member-at-Large to the FCTA for a two-year term, through December 2027. Mr. Westerlund is a resident in the Fresno city limits. The City of Clovis is also taking action to consider Mr. Westerlund at an upcoming Clovis City Council meeting. Pending approval by both agencies, this appointment will ensure continued representation of the incorporated urban areas of Fresno and Clovis on the FCTA Board.
