Adopt a finding of Categorical Exemption pursuant to Sections 15301/Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines; 2. Award a Construction Contract to United Restorations, LLC, of Fresno, California, in the amount of $256,312.50, and authorize the Director of Public Utilities, or designee, to sign and execute all related documents on behalf of the City. ..Body RECOMMENDATIONS Staff recommends that City Council adopt a finding of Categorical Exemption pursuant to Sections 15301/Class 1 and 15302/Class 2 of the CEQA Guidelines for the Rebid - Roof Abatement and Replacement at the Fresno-Clovis Regional Wastewater Reclamation Facility Training Building (Project), and award a Construction Contract to United Restorations, LLC, (United Restorations) in the amount of $256,312.50 as the lowest responsive and responsible bidder, and authorize the Director of Public Utilities, or designee, to sign and execute all related documents on behalf of the City of Fresno (City). EXECUTIVE SUMMARY The Training Building at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) has experienced recurring roof leaks due to age and deterioration and requires replacement. This project will remove the existing roof that includes asbestos-containing materials (ACM) and lead-based paint (LBP) and replace it and all associated components. The Project was initially bid in July of 2025, and the three proposals received were non-responsive. The project was rebid on January 27, 2026, and five proposals were received. Staff recommends that the City Council award a Construction Contract in the amount of $256,312.50 to United Restorations as the lowest responsive and responsible bidder. BACKGROUND The Training Building at the RWRF was built in 1972 and has the original wood shake roof on a portion of the building and a built-up roof on the remainder, and roof leaks occur frequently. The roof has exceeded its useful life and requires replacement. Due to the age of the building, an ACM survey report was conducted, and the report identified the presence of ACM within the roof assembly and mechanical wells. In addition to this, due to the risk of LBP, regulatory requirements mandate the use of lead safe procedures whenever painted surfaces are disturbed. The Project scope includes the removal of ACM and LBP, the removal of the existing wood shake roofing, and the removal of the existing built-up roofing. The Project will install new wood sheathing with factory-applied radiant barriers, asphalt shingle roofing and fiber cement siding, and new thermoplastic membrane roofing. All new roof or finish systems and related flashing elements will have a 20-year manufacturer's warranty. The Project was initially bid in July of 2025, and the three proposals received were non-responsive. A formal Notice Inviting Bids was re-issued on January 27, 2026, and posted on the City's PlanetBids website. Five sealed bids were received and publicly opened on March 3, 2026, and four bids were deemed responsive and responsible, and one bid was withdrawn. Bids ranged from $256,312.50 to $318,915.00 and United Restorations was deemed the lowest responsive and responsible bid. The bids expire on May 24, 2026, and rejecting or allowing them to expire would require rebidding and delaying the Project by approximately 120 days. Staff recommends that City Council award a Construction Contract to United Restorations in the amount of $256,312.50 as the lowest responsive and responsible bidder, and authorize the Public Utilities Director, or designee, to execute all associated documents on behalf of the City. The City Attorney's Office has reviewed and approved the attached Standard Construction Contract as to form. ENVIRONMENTAL FINDINGS Staff performed a preliminary environmental assessment for this Project and determined that it falls within Sections 15301/Class 1 and 15302/Class 2 Categorical Exemptions set forth in the CEQA Guidelines. LOCAL PREFERENCE Local preference was implemented according to Fresno Municipal Code Section 4-108. The apparent lowest responsive and responsible bidder is a local business as defined by the Fresno Municipal Code. FISCAL IMPACT There is no impact to the General Fund. Funding for this Project is included in the Fiscal Year 2026 Capital Improvement Budget within the Wastewater Management Division's Wastewater Operating Fund 40501. The Project is located in Council District 3.
