EXECUTIVE SUMMARY The General Services Department, Purchasing Division, issued a Request for Proposals (RFP) for citywide landscape maintenance services for locations maintained by the Airports Department and Department of Public Utilities. Following an evaluation process, including interviews and a Best and Final Offer, BrightView Landscape Services, Inc. was determined to provide the best value for the RFP. Approval of this contract will ensure continued landscape maintenance services across City facilities and provide consistent service delivery under a standardized agreement. BACKGROUND The General Services Department, Purchasing Division, is responsible for administering the citywide agreements for landscape services. The Purchasing Division issued a Request for Proposals (RFP) for landscape maintenance services. The RFP was developed to provide comprehensive and consistent landscape maintenance across City facilities. This RFP primarily supports facilities funded through Enterprise Funds, including locations maintained by the Airports Department and Department of Public Utilities. Citywide contracts maintained by the Purchasing Division allow the City to ensure proper financial tracking, accountability, and compliance with funding requirements, while standardizing service delivery across all locations. The RFP was advertised on Planet Bids on February 11, 2026. There were 1,007 potential proposers automatically notified by Planet Bids, 8 of which downloaded the RFP documents. Five proposals were received by the March 10, 2026 deadline. To ensure a fair and thorough evaluation, an Evaluation Committee was formed with representatives from the Department of Public Utilities, Fire Department, General Services Department, Police Department, and the Purchasing Division. Proposals were evaluated based on the following criteria: 1. Cost as shown on the Cost Proposal Worksheet 2. Ability to meet the stated service requirements 3. Past Performance and Experience based on references and experience 4. Conformance to the terms and conditions of the RFP 5. Other related information Each committee member independently scored the proposals, and the committee met to review proposals on March 31, 2026. The committee elected to proceed with interviewing the top three proposers. The interviews were held on April 8, 2026, April 9, 2026, and April 16, 2026. Following the final interview a Best and Final Offer was requested from the top ranking proposer. BrightView Landscape Services, Inc. reduced their proposal amount by 1.95%. The committee unanimously agreed that BrightView Landscape Services, Inc. offers the best value and fit for the services outlined in RFP 9716. Brightview demonstrated strong responsiveness, familiarity with City facilities, and the ability to provide flexible, consistent, ongoing maintenance services across multiple public locations. The City Attorney has reviewed and approved the contract to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of these contracts does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference was considered during the evaluation of proposals. BrightView Landscape Services, Inc. is a local business as defined in the Fresno Municipal Code. FISCAL IMPACT The funding has been included in each departments' line-item budget as part of the FY2026 adopted budget to cover the cost of landscape maintenance services.
