Affirm the City Manager's determination that Street Shine Solutions, Inc. is uniquely qualified to provide pressure washing services 2. Approve a Service Agreement with Street Shine Solutions, Inc. to provide pressure washing services in the amount not to exceed $350,000 through June 30, 2027 ..Body RECOMMENDATION Staff recommends that the City Council 1) affirm the City Manager's determination that Street Shine Solutions, Inc., is uniquely qualified to provide comprehensive deep clean pressure washing services and 2) approve a Service Agreement with Street Shine Solutions, Inc. not to exceed $350,000 through June 30, 2027; and authorize the Director of Public Utilities, or their designee, to execute this agreement. EXECUTIVE SUMMARY The Department of Public Utilities (DPU) is seeking approval to proceed with a targeted initiative to address persistent cleanliness and safety concerns in the City of Fresno's (City) Tower District by implementing a comprehensive deep clean pressure wash. This action is designed to enhance the appearance and usability of public sidewalks and paved surfaces, supporting both community well-being and local economic activity. The proposed approach leverages specialized industrial-grade equipment and proven operational readiness to deliver results that meet the City's high standards for public space maintenance. The program will focus on removing embedded contaminants, improving overall sanitation, and minimizing disruptions to residents and businesses. The requested action is expected to provide timely and effective cleaning services that are not otherwise available through standard contracting methods, thereby supporting the City's broader goals for urban revitalization and quality of life improvements in this key district. BACKGROUND The City's pursuit of enhanced pressure washing services in the Tower District is rooted in a multi-year effort to address persistent sanitation challenges and support the district's economic and community vitality. The Tower District, recognized for its historic character and high pedestrian activity, has experienced ongoing issues with embedded contaminants such as grease, organic debris, and staining on public sidewalks and paved surfaces. These conditions have prompted increased attention from both residents and business owners, who have expressed concerns regarding public health, safety, and the overall appearance of the area. In response, DPU initiated an enhanced cleaning program, building upon prior litter abatement and maintenance initiatives in the district. The City's standard procurement procedures, as outlined in Administrative Order 6-28, generally require a competitive solicitation process for service contracts. However, the Fresno Municipal Code also provides a mechanism for the City Manager to designate a vendor as "uniquely qualified". In this instance, DPU conducted a comprehensive market survey of regional pressure washing contractors and determined that, while several firms offer general pressure washing, none possessed the combination of industrial-grade equipment, high-temperature and high-pressure capabilities, and immediate operational readiness required for the Tower District's deep-cleaning needs. This determination was further substantiated by a pilot cleaning operation, which demonstrated Street Shine Solutions, Inc.'s, ability to meet the City's performance standards and operate safely in active public environments as uniquely qualified. The proposed scope of work requires strict adherence to environmental and stormwater regulations, including the implementation of best management practices to prevent prohibited discharges and ensure lawful disposal of debris and wash water. The contractor is also required to maintain appropriate business licensing, insurance, and worker safety programs, and to provide detailed documentation of all services performed, including daily service logs, incident reports, and photographic records. This action aligns with the City's broader goals for urban revitalization, public health, and quality of life improvements, as articulated in the General Plan and related policy documents. By leveraging the unique qualifications of Street Shine Solutions, Inc., the City aims to deliver timely, effective, and accountable cleaning services that support the continued economic and social vibrancy of the Tower District. The process leading to this recommendation reflects a commitment to regulatory compliance, fiscal responsibility, and responsiveness to community priorities, while ensuring that public funds are expended in a manner that maximizes operational impact and transparency. The City Attorney has reviewed and approved the proposed contract as to form. Funding for the proposed agreement is provided through appropriations within DPU, Solid Waste Management FY 2027 operating budget, as previously authorized by the City Council for enhanced cleaning and maintenance in the Tower District. The contract term is set from August 1, 2026, through June 30, 2027, with work to be authorized by task order to ensure flexibility and responsiveness to evolving community needs. ENVIRONMENTAL FINDINGS Staff performed a preliminary environmental assessment of this Project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301/Class 1. The Project continues the existing use without expansion beyond the existing facility and does not propose any new construction. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in CEQA Guidelines, Section 15300.2 apply to this Project. No further environmental review is required for this action. LOCAL PREFERENCE Local preference is not applicable because the service provider is uniquely qualified. However, Street Shine Solutions, Inc. is a local business as defined in the Fresno Municipal Code. FISCAL IMPACT Funding for the proposed contract with Street Shine Solutions, Inc. will be provided through appropriations in the Department of Public Utilities, Solid Waste Management's FY 2027 approved budget. No additional General Fund support is expected beyond the previously authorized $350,000 allocated for enhanced cleaning and maintenance activities in the Tower District.
