REPORT TO THE CITY COUNCIL January 7, 2016 FROM: BRUCE RUDD, City Manager SUBJECT ..Title Approve a Professional Cleanup Services Agreement with Lowell Property Services, LLC., in the amount of $124,254 for weekly cleaning and reporting services. ..Body RECOMMENDATION Staff recommends Council approve a three year agreement for professional cleanup services in the Lowell Community and expansion into the Yokomi Community in the amount of $124,254. EXECUTIVE SUMMARY Lowell Property Services began maintaining the Lowell alleyways in January of 2015. As the end of the original contract term approaches, staff recommends continuing the work for an additional three years and expanding into the Yokomi community. The agreement includes a 3% increase in the second and third years to account for wage increases. Council authorizes the City Manager to increase the scope/budget up to ten percent of the contract price, during the term of the contract. BACKGROUND Lowell Property services (LPS) was retained on a one year term to clean up the Lowell community alleys on a weekly schedule. LPS routinely removes abandoned items left in alleys, sweeps up glass and sharps, provides weed control, and repairs minor potholes. In addition to the cleanup services, LPS is a partner to the City and Police Department (PD) in this challenging area. LPS reports graffiti to the Fresno Graffiti team, criminal activity and homeless encampments to PD, code violations to Community Revitalization, and provides video surveillance equipment for extremely problematic illegal dumping areas. This extra layer of reporting and surveillance uniquely qualifies LPS to continue servicing this area. Staff also recommends expanding these services into the neighboring Yokomi community for the same period of three years. ENVIRONMENTAL FINDINGS A clean up services agreement is not a project for the purposes of the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented however LPS is a local business. FISCAL IMPACT The yearly agreement amount of $40,200 (with 3% increases in year two and three) will be paid through Community Sanitation funds. Attachment: Lowell Property Services, LLC. Agreement
