Authorize the Chief of Police to execute a joint agreement between the City of Fresno and the County of Fresno regarding 2016 JAG program 2. ***RESOLUTION - 13th amendment to the Annual Appropriation Resolution (AAR) No. 2016-118 appropriating $205,000 from the 2016 JAG program award from the U.S. Department of Justice, Bureau of Justice Assistance (Requires 5 affirmative votes) ..Body RECOMMENDATION It is recommended the City Council authorize the Chief of Police to execute a joint agreement between the City of Fresno and the County of Fresno; and adopt Annual Appropriation Resolution No. 2016-118 appropriating $205,000 from the 2016 Edward Byrne Memorial Justice Assistance Grant (JAG) program from the U.S. Department of Justice, Bureau of Justice Assistance. EXECUTIVE SUMMARY The application process for this program is a joint application with one agency named as the fiscal/reporting agent through a joint agreement. The agreement, the City of Fresno will act as the fiscal agent to administer these funds. The City of Fresno's allocation is $204,941 and the remaining allocation of $64,267 is for the County of Fresno for a total grant allocation of $269,208. The 2016 JAG application was brought before and approved by Council on June 16, 2016. Now in the award period, a joint agreement is required for final award. BACKGROUND JAG funding is based on Federal budget allocations and is anticipated on an annual basis, however funding amounts are unknown until the application period begins. This year the application period started at the end of May and the approved spending plan was submitted at the end of June 2016. The JAG formula is a minimum base allocation with the remaining amount determined on population, Part 1 violent crime statistics, and a direct allocation to units of local government. The City of Fresno agrees to act as the fiscal agent for JAG funding. The joint application specified the award amount for distribution to each unit of local government. The 2016 Edward Byrne Memorial Justice Assistance Grant formula program has allocated $269,208 for the Fresno County area. Based on the grant guidelines formula, the City of Fresno will receive $204,941 and the County of Fresno will receive $64,267. These funds will assist in the acquisition of equipment, operational needs/supplies and essential support services for each agency. The grant funded items will allow the Fresno Police Department to maintain control and reduce crime through the acquisition of necessary equipment, supplies and support staffing. JAG funds are requested to provide for priority needs such as ammunition, equipment for special units', operational costs, including but not limited to Skywatch, K-9, SWAT, Traffic, and grant administration. These costs are essential to the department and will not be met through local general funds. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference was not considered because this does not include a bid or award of a construction or service contract. FISCAL IMPACT There is no fiscal impact to the General Fund and will be used to augment existing appropriations in FY17.
