ESQUEDA, Director Department of Public Utilities THROUGH: BUD TICKEL, Water Systems Manager Department of Public Utilities - Water Division BY: CHRISTOPHER CARROLL, Water System Supervisor Department of Public Utilities - Water Division SUBJECT ..Title Approve Amendment to the Agreement with Partners in Control, Inc., dba Enterprise Automation for work required to successfully complete the upgrade to City of Fresno's Northeast Surface Water Treatment Facility Vijeo CitectSCADA in the amount not to exceed $340,280 which includes a $50,000 contingency (Citywide). ..Body RECOMMENDATIONS Staff recommends that Council approve Amendment to the Agreement with Partners in Control, Inc., dba Enterprise Automation for work required to successfully complete the upgrade to the City of Fresno's Northeast Surface Water Treatment Facility Vijeo CitectSCADA and Modicon Unity Pro PLC Software system, that was not covered nor anticipated in the original scope of work and authorize the Director of Public Utilities, or designee, to execute the Amendment on behalf of the City of Fresno. EXECUTIVE SUMMARY This Amendment to the Agreement with Partners in Control, Inc. (Contractor), amends the original Agreement for work that was not covered nor anticipated in the original scope for necessary updates to the City of Fresno's (City's) Vijeo CitectSCADA and Modicon Unity Pro PLC Software (SCADA) system for the City's Northeast Surface Water Treatment Facility (Facility). Council approval of this Amendment will memorialize the project changes needed to successfully complete the upgrade. If approved, this Amendment to the Agreement would add $340,280 to the original contract cost of $1,204,814 for a total of $1,545,094. Funding for this amendment is included in the FY2016 budget. BACKGROUND On June 25, 2015, and upon Council approval, the City entered into an agreement for installation and integration of an updated SCADA system software program for the City's Facility. The original Agreement was approved for a total fee of $1,204,814. During the discovery and budget review the following scope changes were discovered and determined necessary to successfully complete the upgrade: 1) The Ozone and treated water valve PCL needed to be reconfigured, 2) a PLC conversion analyzer tool must be used to analyze the immense amount of code in the PLCs, 3) additional IT training will be necessary for City staff, 4) replacement of the Ozone operator interface, 5) replacement of the "Actiflo" operator interface, 6) new software version de-bugging and, 7) develop new State mandated reporting tools. The City and the Contractor now request Council approval of this Amendment. This Amendment has been approved as to form by the City Attorney's Office. ENVIRONMENTAL FINDINGS Adoption of this Amendment is not a "project" pursuant to California Environmental Quality Act Guidelines Section 15378. LOCAL PREFERENCE Local preference was not implemented because this is an amendment to an existing contract. FISCAL IMPACT There is no impact to the General Fund. This Amendment will increase the cost of the Agreement by $340,280, for a total of $1,545,094, the funds for this project were included in the Water Division's FY2016 Capital Improvement Program budget within the Water Enterprise Fund (40101). Funding for the project was included in the water rate model used to create the five-year utility rate plan and subsequently adopted by City Council on February 26, 2015.
