DYER, Chief of Police Police Department BY: ANDREW HALL, Captain Traffic and Special Services Division SUBJECT ..Title Approve an agreement with the Superior Court of California, County of Fresno, for the electronic submission of E-Citations. ..Body RECOMMENDATION Staff recommends City Council authorize an agreement with the Superior Court of California, County of Fresno, to provide for the submission of E-Citations in a paperless format over an electronic network. EXECUTIVE SUMMARY If approved, the Police Department will agree to provide our E-Citations in an electronic format that will automatically transfer into the Superior Court's database, thus saving the Court from having to hand-enter citations into their database. The Superior Court of California, County of Fresno, will pay the Police Department one dollar per E-Citation, with an annual cap not to exceed $80,000.00. BACKGROUND The Fresno Police Department Traffic Division has been writing E-Citations for the last 5 years. Last year, the Police Department issued approximately 58,000 citations. Currently, the Police Department is printing a copy of the original citation for use by the Superior Court of California, County of Fresno. The printed citations are then hand delivered to the Court, where they are manually entered into the court's database by Court personnel. This process is cumbersome, costly and time consuming for both government agencies. The proposed agreement would allow for the electronic transfer of E-Citations directly into the Court's database. The Police Department would use the one dollar per citation as a future funding source to replace E-Citation hardware and for software upgrades as required. This agreement has been reviewed and approved as to form by the City Attorney's Office and by the Risk Management Division. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference was not considered because this does not include a bid or award of a construction or service contract. FISCAL IMPACT There is no fiscal impact to the General Fund.
