MARSHALL, Director Department of Transportation BY: JIM SCHAAD, Assistant Director Department of Transportation SUBJECT ..Title Approve a professional consultant agreement in the amount of $138,923 with Siegfried Engineering, Inc., a Stockton-based California corporation, for design and engineering services to renovate the Manchester Transit Center for the Department of Transportation/Fresno Area Express (FAX) ..Body RECOMMENDATION Staff recommends Council approve a professional consultant agreement in the amount of $138,923 with Siegfried Engineering, Inc., a Stockton-based California corporation, for design and engineering services to renovate the Manchester Transit Center for FAX. EXECUTIVE SUMMARY The Department of Transportation seeks Council approval to award a professional consulting contract for design and engineering to modernize and update passenger amenities, improve accessibility, and increase safety at Manchester Transit Center, located at 3590 North Blackstone Avenue in Fresno, California. This facility is a major transit hub for FAX and allows customers to transfer between six separate bus lines, including Bus Rapid Transit (BRT). Staff recognizes the facility has suffered from deferred maintenance due to economic constraints. Update of this major transfer hub will provide a safer, more welcoming, attractive, and convenient environment for the large population of FAX customers using the facility. This project will contribute to the overall efforts by FAX to improve service. BACKGROUND Manchester Transit Center serves as a major transfer hub for six bus lines, including a future BRT station. The present condition and aesthetics do not provide a safe, clean, and convenient atmosphere to attract ridership. The hub has suffered from deferred maintenance due to economic constraints, and no updates have been performed since a minor remodel to the interior of the customer service center in 2000. The renovation of the Manchester Transit Center will address the following elements: * New transit shelters and associated amenities to complement the transit center future BRT station. * Redesigned and improved path of travel between transit shelters, BRT station, and customer service building. * Improved ADA access to transit shelters, BRT station, and customer service building. * Redesigned landscaping and security lighting. * Modernized exterior fa�ade of the customer service building. * Infrastructure for future transit technology and security devices. * Right-of-way improvements include revised grades, curbs cuts, and reinforced bus pads. The services of an architectural and engineering consultant are necessary to evaluate and design the aforementioned upgrades to the Manchester Transit Center. Pursuant to the Federal Brooks Act, California Code 4525, Fresno Municipal Code Chapter 4 Article 1, and Administrative Order 6-19, the Department of Transportation sent notifications to forty-five (45) vendors requesting architectural and engineering qualifications specific to the project scope. The department received one statement of qualifications. The department has determined the aggressive schedule required by the project limited competition to firms with available resources to complete the fast-tracked project. A three-person review panel determined Siegfried Engineering, Inc., is qualified based upon overall firm experience, resource capacity, and completion of similar work. FAX is utilizing a standardized consultant agreement, and the City Attorney has reviewed the contract and approved it as to form. ENVIRONMENTAL FINDINGS This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines section 15378. LOCAL PREFERENCE Local preference was not considered as no local firms submitted proposals for this project. FISCAL IMPACT This project has no fiscal impact to the General Fund. The project budget is comprised of Federal Transit Administration (FTA) 5307, Congestion Mitigation and Air Quality Improvement (CMAQ) and Regional Surface Transportation Program (RSTP) grant funds and was approved in the FAX FY2017 budget.
