DONIS, Fire Chief Fire Department SUBJECT ..Title Approve application for and acceptance of grant award for $358,302 from the U.S. Department of Homeland Security Assistance to Firefighters Grant Program and authorize the Fire Chief to complete all required documents 1. ***RESOLUTION - Authorizing the application for and acceptance of FY16 cycle U.S. Department of Homeland Security Assistance to Firefighters Grant Program and authorizing completion of documents (Subject to Mayor's veto) 2. ***RESOLUTION - 21st amendment to the Annual Appropriation Resolution (AAR) No. 2017-165, appropriating $358,302 from the U.S. Department of Homeland Security Assistance to Firefighters Grant Program to the Fire Department to provide new machinery and equipment (Requires 5 affirmative votes) (Subject to Mayor's veto) ..Body RECOMMENDATION It is recommended Council adopt the resolution to accept the U.S. Department of Homeland Security Assistance to Firefighters Grant Program (AFG) for $358,300 and the 21st amendment to AAR No. 2017-165 to appropriate funding to the Fire Department FY18 budget for the purchase new machinery and equipment. EXECUTIVE SUMMARY The Fire Department participated in the U.S. Department of Homeland Security Assistance to Firefighters Grant process and submitted an application on November 18, 2016, along with other public safety agencies. On June 12, 2017, the department was notified it had been awarded a grant in the amount of $358,302 to purchase 20 Mobile Data Terminals (MDTs) and 20 Thermal Imaging Cameras (TICs) for firefighting personnel. An adopted City Council resolution is required to enable the department to process the grant and receive payment of the grant proceeds. BACKGROUND The AFG Program has been made available through the U.S. Department of Homeland Security Grant. During a recent survey to identify the date existing turnouts were placed in service, the department identified 20 MDTs and 20 TICs that were ten years or older and not in compliance with OSHA and NFPA guidelines. On November 18, 2016, the department submitted an AFG application for the purchase of 20 MDTs and 20 TICs ($358,300); and funding to cover the training for the new equipment for a total application request of $358,300. On June 12, 2017, the department was notified it had been awarded funding for all projects requested and was granted $358,300 to purchase 20 MDTs and 20 TICs. The federal share of the grant is $325,700, and the required 10 percent department match is $32,600. The period of performance is one year and ends June 11, 2018. An adopted City Council resolution is also required to enable the department to process the grant, to allow the Fire Chief to sign all required grant documents, and to receive payment of the grant funds. LOCAL PREFERENCE Local preference was not implemented because this item is no an award of a construction or services contract. ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. FISCAL IMPACT The net impact to the General Fund is the City of Fresno's 10% match of $32,600. The Fire Department anticipates there will be excess, unbudgeted revenues from Special Hazard User Permit Fees generated by the Community Risk Reduction Division to cover the cost associated with the match.
