PUARC-59105) (Citywide) ..Body RECOMMENDATION Staff recommends Council award a purchase contract in the amount of $495,210.11 for the purchase of nineteen (19) OEM police vehicles. This standard, approved piggyback purchase is being presented to Council as per the new oversight and transparency policy change, which was implemented in December 2016. EXECUTIVE SUMMARY The Police Department is in need of police vehicles for the Student and Neighborhood Resource Officers (SNROs) and the Adult Compliance Team (ACT). The SNROs require fifteen (15) police vehicles and the ACT requires four (4) police vehicles. The allocation of the fifteen (15) police vehicles is critical for the Police Department SNROs to effectively and efficiently improve school safety and provide services to the surrounding neighborhoods of fifteen (15) middle schools within the city of Fresno. The ACT requires four (4) police vehicles to provide an additional level of offender accountability and public safety within the city of Fresno. The base vehicles will be delivered to the City; after delivery, they will be up-fitted with police radios, prisoner transport partitions, Police Department decals, and all needed hardware. BACKGROUND Fifteen Vehicles for the Student and Neighborhood Resource Officer's (SNROs) On April 27, 2016, Fresno Unified School District (FUSD) Board of Education approved adding SNROs to fifteen (15) middle schools and the surrounding neighborhoods. SNROs are tasked with improving school safety and engaging the communities that feed into the middle schools as a means of building trust between student, schools, community members, and law enforcement. In addition, SNROs are tasked with reducing crime and addressing quality of life issues that impact surrounding neighborhoods and school children at risk. Fifteen (15) patrol vehicles are vital to providing efficient and sustained police services to FUSD and the city of Fresno. Four Vehicles for the Adult Compliance Team (ACT) The mission of the ACT is to provide an additional layer of offender supervision to ensure offender accountability, surveillance, and supervision through mobile, intensive and evidence based practices leading public safety and offender compliance. The team is responsible for Post Release Community Supervision (PRCS) of released offenders under Assembly Bill (AB) 109, the Public Safety Realignment Act. Police officers on the ACT work in conjunction with the Fresno County Probation Department, the Clovis Police Department, the Fresno County District Attorney's Office, and the Fresno County Sheriff's Office. Four (4) additional police vehicles for the ACT are vital to providing particular enforcement and providing action to offenders under AB109 and enhancing public safety to the city of Fresno. Riverside Bid Process A request for competitive bids for OEM police vehicles made by the County of Riverside was awarded to the lowest responsive and responsible bidder on April 25, 2016. The Fleet Management Division and Purchasing Division staffs have reviewed the solicitation and subsequent award, and recommend Council award a "piggyback" purchase for the City of Fresno to McPeek Dodge of Anaheim to purchase nineteen (19) police vehicles at a unit price of $26,063.69. Council may award a purchase contract to McPeek Dodge located in Anaheim, California, for the amount of $495,210.11 and allow staff to maintain the initial project timeline. If the City were not to utilize this contract, staff would independently solicit bids through the typical procurement process, which would require an additional sixty (60) days or more. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a "project"; therefore, it is exempt from the California Environmental Quality Act requirements. LOCAL PREFERENCE Local preference is not applicable because the City is not issuing an RFQ for this piggyback contract. FISCAL IMPACT The funding for the purchase of nineteen (19) OEM police vehicles is approved in the City of Fresno FY17 annual budget.
