REPORT TO THE CITY COUNCIL March 23, 2017 FROM: OLIVER L. BAINES, III, Councilmember for District 3 City Council Offices SUBJECT ..Title Approve Amendment to Transformative Climate Communities Project Labor Agreement ..Body RECOMMENDATION Approve an amendment to the Transformative Climate Communities Project Labor Agreement (Agreement). EXECUTIVE SUMMARY The City and the Buildings and Trades Council have amended two side letters that are attachments to the Agreement. BACKGROUND The City was selected to receive $70 million from the Transformative Climate Communities program (Program) to complete certain public works projects supporting development in and around the new high-speed rail station. These public works projects will help reduce carbon emissions while providing the City's disadvantaged communities with employment and job training opportunities. On December 15, 2016, the City Council approved the Agreement. Any public works project using the Program funds must comply with the Agreement. ENVIRONMENTAL FINDINGS This item is not a project for the purposes of the California Environmental Quality Act. LOCAL PREFERENCE Local preference not implemented because this is an amendment to an existing agreement FISCAL IMPACT The Agreement will not impact the General Fund, Program funds will be used for the public works projects subject to the Agreement.
